What are the burdens ? • The main burdens are of a financial nature • Costly licensing fees based on revenue and/or equally costly taxes on shipments • % charge based on revenue • Contributions to the cost of the national postal operator • The cost usually end up being charged to the user, making trade more expensive 8
A way forward…. • Licensing to be clearly impartial • Should not be a source of income • Aim at fair competition between operators • Support development of competition without affecting quality of public services • Not result in a cost for the local business involved in global trade 8
