Two Former NRTLs • Applied Research Laboratories (ARL) - Terminated in January 2008 • Electrical Reliability Services, Inc. (ERS) (formerly, Electro-Test, Inc. (ETI)) - Terminated in June 2008
Supplier’s Declaration of Conformity (SDoC) • October 2008 --- RFI in response to a proposal from European Commission (EC) to adopt SDoC for electrical products • The driver--- April 2007 trade-related agreement between the U.S. and European Union • SDoC involves a manufacturer certifying its own products with post-market surveillance • NRTL approvals are “pre-market” system
Variances from OSHA Standards • Allows for flexibility from specific requirements of an OSHA standard where levels of employee protection are maintained Alternative must provide employees safety and health protection equivalent to the standard • On average OSHA processes approximately 12 variance applications a year • Currently OSHA has 20 active or granted variances
Variance Program: Four Variance Types • Permanent Variance: alternative procedures that are as safe as those required by the standard. • Temporary Variance: allows employer additional time to achieve compliance with new standards. • National Defense Variance: reasonable variations and tolerances to and from the OSHA requirements “to avoid serious impairment of the National Defense.” • Experimental variance: allows employer to try new techniques which they believe will improve health or safety of workers.
