Board Member Liability In general, Board members are protected from liabilities for the proper performance of their duties as a Board member.

Organizational Relationships Chiropractic College The purpose of the Chiropractic College is to provide the required graduate education necessary to achieve entry level competency. The college has no regulatory or other authority following graduation.
Organizational Relationships Professional Associations The purpose of the professional association is to improve the social, economic, or political environment for the professional. The Professional association has no regulatory authority.
Organizational Relationships Regulatory Board The purpose of the regulatory Board is to protect the public from unprofessional, improper, unlawful conduct or substandard care by a doctor of chiropractic.
Organizational Relationships Attorney General The Attorney General acts as the Boards attorney, including giving legal advice, and handling all legal matters related to the function of the Board.
MISSION STATEMENT The mission of the Minnesota Board of Chiropractic Examiners (MBCE) is to protect the public through effective licensure and enforcement of the statutes and rules governing the practice of chiropractic to ensure a standard of competent and ethical practice in the profession.
Active Inactive Voluntarily Retired DC Emeritus LICENSE TYPES
ACTIVE LICENSE An active license allows for the unrestricted* practice of the chiropractic profession in the state of Minnesota, including all the rights, privileges, and responsibilities associated with that right. *An exception is an active license that has been restricted by a disciplinary action. While still active, the practitioner may practice subject to the restrictions of the disciplinary order
INACTIVE LICENSE An inactive license is designed for a professional who is in practice in another jurisdiction, but wishes to maintain an easy return to active practice in Minnesota. A practitioner must convert his/her inactive license to an active license in order to be authorized to provide services in Minnesota.
VOLUNTARILY RETIRED LICENSE This is designed for a practitioner who is essentially retiring from practice. It does allow a window of time to be able to return to an active status without retesting.
DC EMERITUS This is essentially an “honorary” title for those persons who have permanently retired from practice.

ACUPUNCTURE REGISTRATION Chiropractors wishing to provide acupuncture in conjunction with their chiropractic care* must register separately with the Board. This requires separate additional training, and regular additional continuing education *Such care must be designed to “prepare for, or complement the chiropractic adjustment.”
INDEPENDENT EXAMINERS Chiropractors wishing to perform independent exams on behalf of insurance providers in auto accident cases must be separately registered with the Board.
GRADUATE PRECEPTOR Experienced Chiropractors wishing to act in teaching and supervisory status for graduates (externs) who are in the process of pursuing licensure.
PROFESSIONAL FIRMS For those chiropractors who wish to practice under the protections and benefits of a corporate structure.
ANIMAL CHIROPRACTIC With additional specialized training and registration, may provide chiropractic care to animals.

STATUS OF INFORMATION NON-PUBLIC Complaints received, investigative data, and all other material related to complaints is considered to be Non-Public, unless and until a public action is taken.
STATUS OF INFORMATION PUBLIC Information regarding complaints may become public in one of four ways: • An Agreement for Corrective Action is executed • A Stipulation and Order is executed • A Notice Of, And Order For, Administrative Hearing is issued • There is a final Order following an Administrative Hearing.

BOARD COMMITTEE’S Complaint panels Complaint panels are established for the purpose of resolving complaints. They are composed of two Board members, and the Executive Director
BOARD COMMITTEE’S Executive Committee The Executive Committee is established to handle the more regular policy business of the Board. It is composed of the Officers of the Board (President, Vice President, and Administrative Officer) and the Executive Director.
BOARD COMMITTEE’S Rules Committee The Rules Committee is established to develop the rules assigned by the Board, and to oversee the rules through the promulgation process. It is composed of three Board members, and the Executive Director.
BOARD COMMITTEE’S TEST DEVELOPMENT COMMITTEE The test development committee is established to provide input and oversight to the National Board of Chiropractic Examiners (NBCE) regarding examination subject matter and to act as liaison between this testing agency and the Board. It is composed of Board members assigned by the President
BOARD COMMITTEE’S LEGISLATIVE COMMITTEE The Legislative Committee is established to oversee any legislative agenda of the Board. It is composed of Board members assigned by the President, and the Executive Director.
BOARD COMMITTEE’S RULES REVIEW COMMITTEE (AD HOC) This committee is established for the purpose of reviewing rules that have been in place to determine that the goals of the rules are being met. It is composed of Board members appointed by the President, a representative of the profession, and the Executive Director.
