Teacher Incentive Fund (TIF) • Federal grant money provided through a competitive grant application process • WS/FCS was awarded a grant of nearly 20 million dollars over a five year period. • The grant integrates already existing programs in the district. • The grant mandates an incentive pay process. The Grant Team’s Rationale for Writing the Grant • What if we could ‘package’ an educational/instructional model based on: • Data from what is working in various schools throughout WS/FCS • Single School Culture/PLC Process • Processes that are working for the Magnet Schools • Learning Focused • Information from around the U.S. • Response to Instruction (RtI) • Effective use of data for targeted support AND enrichment • What if we could tie it all together in a logical, coherent model? This became the basis for the educational model in the TIF proposal.
TIF Project: STAR3 School Transformation by Actively Recruiting, Retaining and Rewarding
STAR3: The major components of the project • Implementation of the educational model and support for that implementation • Funds to recruit highly effective teachers into hard to fill positions • Funds to reward staff for student growth • Support for teachers through a personalized professional development and personal growth program • Improve teacher retention by creating a school environment that is rewarding at all levels.

TIF: Pay Definitions a Core Teacher: includes Middle School Math, Science, and Language Arts teachers, and ESL or EC teachers in self-contained classrooms teaching core subjects or in co-teaching classrooms. b Non-Core Teacher: includes all non-core teachers and media coordinators. c TA: includes all teacher assistants. d Teacher/Student Support staff: includes curriculum coordinators, school-based instructional coaches, guidance counselors, social workers, nurses, speech therapists, home-school coordinators, psychologists, media assistants, and technology coordinators. e Administrative & Operations Support Staff: includes administrative assistants, secretaries, NCWISE managers, custodial staff, cafeteria managers, and cafeteria workers.
Implementation Teams for STAR3 • District STAR3 Team: Includes representatives from Central Office and Schools • School-Level STAR3 Team – This team will make implementation decisions at the school.
STAR3 Teams: Main Points • Some aspects of the project are ‘set-in-stone’ (e.g., incentive pay amounts) but many are not (e.g., What defines a leadership activity in a school.) The grant proposal purposefully left many details open so that the teams can have a say in how the project operates. • No two schools are the same. The school-based STAR3 team will have a strong voice in how the program is implemented at the school.
TIF: What is the purpose? • U.S. Department of Education: Does incentive pay increase student outcomes? • WS/FCS: • Does our educational model make a difference? • Does incentive pay increase outcomes in addition to the model?
Steps in the STAR3 Project: • Provide principals with an overview. (October 5, 2010) • Principals meet with school staff to give an overview of the project. • District Level STAR3 administrators will meet with the staff at each school to provide details and answer questions. • District- and School-level STAR3 teams created. Planning meetings to begin.
Steps in the STAR3 Project • Coaches hired and materials purchased for the project. • Trainings for staff committed for the 2011-2012 school year to begin by the end of the 2010-2011 school year. • Full implementation of the STAR3 project begins for schools during the 2011-2012 school year.
