  1. Moving to the Next Level of Water Use Efficiency in Florida Janet G. Llewellyn, Director Division of Water Resource Management Florida Department of Environmental Protection

  2. Statewide Fresh Water Demand

  3. South Florida Water Demand

  4. Water Conservation is Key in the Florida Water Resources Act • Consumptive Use Permitting “Three Prong Test” • Must be “reasonable – beneficial” • Must not interfere with existing legal users • Must be consistent with public interest

  5. Definition of “Reasonable-Beneficial” Use of Water • The use of water in such quantity as is necessary for economic and efficient utilization for a purpose and in a manner which is both reasonable and in the public interest

  6. Water Resource Implementation Rule (62-40, F.A.C.) • Goal – Prevent and reduce wasteful, impractical, uneconomical, or unreasonable water use • Conservation of water required unless infeasible • WMDs must require efficient use of water • Goal-based water conservation plans allowed

  7. Water Conservation Is Required in Water Use Permits • All individual permit applicants for landscape and golf course irrigation projects, commercial or industrial water use, and public water supply utilities applying for an individual permit shall develop a conservation program to be submitted at the time of permit application • The encouragement and promotion of water conservation and use of reclaimed water are state objectives and considered to be in the public interest (SFWMD Rule)

  8. Not Just Regulation… • WMD funding for water conservation programs • Mobile irrigation labs • Education and outreach

  9. South Florida Is Not the Only Region that Needs to Conserve

  10. Northern Tampa Bay • Decades of “water wars” • Damage to wetlands and lakes from municipal wellfields • Tampa Bay Partnership Plan • Phased reduction of pumping, phased addition of new water sources

  11. Southern Water Use Caution Area • Over-pumping in early 1990s worsened saltwater intrusion • Permitted quantities nearly double that of actual use • SWUCA rules adopted • Strong conservation program implemented

  12. Central Florida Coordination Area • Public water supply demand increasing • Post-2013 demands must be met by alternative sources • Regional water supply plan identifies option of developing surface water sources • Cooperation among public and private utilities is critical to achieve best solution and develop regional sources

  13. Everglades – Regional Water Availability Rule • No net increases in withdrawals from regional system • Must develop alternative supplies, conservation, withdrawal offsets

  14. Developing Alternative Water Supplies Will Help

  15. Statewide AWS Project Types Funded

  16. Water ConservationIs Also Critical • Cheaper than new sources • Delays need for new infrastructure • Protects water resources

  17. Where We’ve Been – Starting with the 2000 Drought…

  18. Water Conservation Initiative • Prompted by 2000 drought • 51 recommendations for improvement in eight categories

  19. Agricultural Irrigation Water Pricing Reuse of Reclaimed Water Landscape Irrigation Indoor Water Use Industrial-Commercial-Institutional Use Research Education & Outreach WCI Recommendations

  20. Conserve Florida • Improve the measurement and evaluation of water conservation programs and practices • Ensure regulatory frameworks adequately support flexibility in the design of the programs • Emphasize outcomes • Enhance assistance and information sharing for continued improvement through assessment and adjustment

  22. Host and refine the water conservation Guide software application Establish a water conservation library Establish an integrated database infrastructure Provide technical assistance Develop a research agenda/program Provide outreach to users Clearinghouse - Six Core Services

  23. What is the Guide? • A web-accessible tool for developing efficient, cost-effective, utility-specific water conservation plans. • Developed cooperatively by the FDEP, Water Management Districts, and utilities. • Housed within the Conserve FloridaClearinghouse at the University of Florida.

  24. PLAN Implement Program DO Collect Data CHECK Adjust Program ADJUST Water Use Efficiency Conserve Florida ProcessUtility Level Water Use Profile & Conservation Goals

  25. Conserve Florida Planning Cycle Clearinghouse Level

  26. Ideas for theCurrentDrought

  27. Being “Drought Smart” • Efficient use during times of normal rainfall allows recharge of surficial and ground water resources • During times of water shortage, effective conservation allows more users to share limited resources • The report identifies specific recommendations

  28. Irrigation Recommendations • Legislative goal – improve water use efficiency by ensuring landscape irrigation systems meet or exceed minimum design criteria • Established standards for local governments when adopting landscape ordinances • State, WMD, local government, and industry partners

  29. The Timing Is Good for the Next Level • Second severe drought in a decade • Public becoming aware of high cost of alternative water supplies • More awareness of the need for improved water use efficiency • More landscape alternatives available • Management is cheaper than infrastructure

  30. We Know How to Be More Efficient in Water Use • A comprehensive approach is needed • Take full advantage of the work that has been done since the Water Conservation Initiative in 2002 • Apply lessons learned from droughts • Make inefficiency undesirable to users

  31. Examples of Moving to the Next Level • Develop a goal-based plan using the ConserveFloridaWaterGuide • Set a goal based on reducing metered water use by some percentage • Set a goal based on known water supply limitations (RWA) • Set a goal based on reducing per capita water use

  32. Miami-Dade • Volunteered to use the Conserve FloridaGuide • Developed a conservation plan using the Guide • Recently received a 20-year permit that included the conservation plan developed with the Guide

  35. Is it ordinances adopted? Is it BMPs implemented? Is it programs developed? Is it projects implemented? Is it regulation? Is it social marketing? Is it education? Is it voluntary incentives? What is Success?

  36. You must know how much water is used You must know who is using it You must know what it is used for You must know when it is being used Water Savedis the Real Measure of Success Measurement is the Key!

  37. Recommendations:Moving to the Next Level of Water Conservation in Florida • Use what we already know • Set high goals • Measure water saved
