Slide STCW –F (BACKGROUND) • STCW-F Convention addresses training and certification standards for skippers and watch keepers on fishing vessels of more than 24m, for engineers on vessels of more than 750 kW and for crew in charge of radio communication. • National administrations encouraged by IMO to address the training and certification standards for crew of smaller vessels through relevant domestic laws. • In June 2012, the IMO adopted the 2010 amendments to the STCW Convention in Manilla. • The 2 pieces of Legislation ; • Merchant Shipping(Training and Certification) (Fishing and Marine Motormen Qualifications ) Regulations 2012 and, • Merchant Shipping ( Training and Certification) Regulations 1999, • Will be combined in 1 document, included will be the: • Amendments to the Merchant Shipping(Safe Manning)Regulations 1999
Slide STCW –F ( SA ADOPT AND IMPLEMENT) CURRENT STATUS • National Status: Completed • Decide on principles to be adopted for the drafting of the Regulations, • Produce flow diagrams, • Convert diagrams and principles into appropriate regulatory format. • Qualifications committee to meet over draft regulations and decide if ready for public scrutiny, • Consultative road shows in all major ports • National Status : Future • Draft regulations presented to DOT for National publication (30 days comment) • Draft regulations published and presented to IMO’s STW Committee. • Proposed coming into force, January 2013

Slide STCW –F ( VALIDATION /CONVERSION) Certificates of competency to be revalidated A certificate of competency and proficiency issued in terms of these regulations, and any equivalent certification, is not valid for seagoing service unless revalidated at intervals not exceeding five years to establish continued professional competence in accordance with sub regulation (2). (i)completing, during the preceding five years, at least 12 months seagoing service appropriate to the certification held; or (ii) having completed three months approved sea service in the rank specified in the certificate held during the preceding six months; or (iii) performing functions considered by the Authority to be equivalent to the seagoing service mentioned in subparagraph (i)as detailed in a Marine Notice issued from time to time;; or (iv) completing— (aa) in a supernumerary capacity, at least three months seagoing service appropriate to the certification held; and (bb) assessment at level 3 to meet the standard of competence specified in the Code. (b) by completing applicable approved (refresher) training and meeting the standard of competence specified in the Code.
