3. Officer in charge Operational Level
The earlier requirement of minimum 30 months approved education and training is now replaced by an approved education and training to meet the standards as required in A-III/1.
4. Officer in charge Operational Level Combined workshop skill training and onboard training of 12 months,
or
36 months of combined workshop skills training and approved sea going service which should be minimum 30 months in the engine department
6 months Engine Room Watch-keeping service as part of approved seagoing service

Apart from 4 years ( BE), 2 years Diploma, 1 year (GME) any other stream for pre-sea?
6. Operational Level + Changes in table III/1 which will be required to be addressed in the course :
Engine Room Resource Management- Pre-sea or a separate course?
Internal Communication Systems.
Restructured competence on Operation of Main and aux. m/c and associated control systems .
Competence covering operation of electrical, electronic and control systems and their maintenance and repair.
7. Operational Level +
Changes in table III/1 which will be required to be addressed in the course :
Environmental Awareness including proactive measures and knowledge in the use of related equipments such as oily water separators.
Application of Leadership and Team-working Skills
Contribution to the safety of personnel and ship.
8. Engineer Officers -Management Level Impact of Sea time requirements for 2nd Engineer and Chief Engineer revised to harmonise with Chief Mates and Masters (12 + 36/24) ;
Certification as chief engineer duration may be reduced to 24 months if 12 months has been served as 2nd Engineer.
Presently 6+ 12+ 18= 36
Do we need to reduce the sea time ?
9. Engineer Officers -Management Level Changes in table A III / 2 which will have to be addressed :
Managing the operation of propulsion plant m/c
The planning and scheduling of operations competence now more detailed
Practical knowledge for inspection , adjustment of equipment and non destructive examination required.
10. Engineer Officers -Management Level Changes in table A III / 2 which will have to be addressed :
In Electrical ,electronic and control engineering from operation movement to management of the systems and more descriptive including high voltage.
Planned maintenance and planning of repairs knowledge , understanding required.
11. Engineer Officers -Management Level
Under III / 3 limitation of 3000 Kw remains however ;
Certificates with limited propulsion power engaged on near coastal voyages under
Reg. III / 2 ?
12. Ratings - Able Seafarer (Engine) Rating engine room is retained as per III / 4 - Able seafarer : III/5

13. Ratings - Able Seafarer (Engine)
The new table III/5 will have to be addressed while meeting with the requirements of Reg. III/5 to achieve this level?
The table addresses watch-keeping , various operations , safety , maintenance, repairs , pollution prevention , occupational health and safety.
14. Electro Technical Officer Completed approved sea going service including 12 months training and experience
Or
Completed approved training including minimum 6 months sea going service
Or
Meet technical competencies and minimum 3 months sea going service
Meet the standards as specified in the Code
15. Electro Technical Officer (ETO) Table A- III/6 has been developed to define the competencies which ETO will demonstrate .
This covers monitoring the operation of electrical , electronic and control systems including generators , high voltage applications, computers and their networking , usage of tools for fault finding etc.
Evidence of having achieved the required standard of competence of Table A III/6 requirement for existing and new ETOs ?
16. Electro Technical Officer It also covers maintenance and repairs of various systems in engine room, bridge (nav. and communication equipments), deck m/c, cargo handling m/c, hotel equipment.
Additional competencies wrt managing crew, pollution prevention , fire fighting etc are also addressed in the table.
17. Electro Technical Rating An approved training program of 12 months of combined workshop skills training with minimum 6 months seagoing service
or
36 months of combined workshop skills training and approved sea going service which should be minimum 30 months in the engine department
Completed approved education and training to meet the standards as specified in Code
18. Electro Technical Rating For this new category also the competence tables have been developed as table A III /7 which competence has to be fulfilled besides the requirements of regulation III/7.
These competencies are based on the support function encompassing safe usage of electrical equipment , contributing to the monitoring of operation of electrical systems and machinery and usage of tools for fault finding.
Capability for contributing to maintenance and repair is also to be demonstrated.
