What Is “Participatory Engagement”? • Broad and Diverse Participation • Aerospace Industry • Other agencies (DoD, NOAA, FAA) • Commercial Space - Entrepreneurs • Universities • International Space agencies and industry partners • Private and government observatories and laboratories • Congress • United Nations • Sustained, multi-mission engagement • A single mission does not result in real engagement opportunities • Multiple missions on time scales consistent with the needs of each community • Cost effective • Broad market applications beyond intended primary objective • Repeated, broad community and public engagement through workshops, industry conferences, industry associations, competitions • Doing business differently • Offer incentives to participate appropriate for each community (prizes, IP ownership, property ownership, etc.) • Minimize and reduce the barriers to participation (schedule, cost, review process etc.) • Emphasize applicability of technology development path to multiple exploration goals and non-NASA users • Leverage industry investments of existing available high TRL capabilities to expedite program development, reduce costs to stakeholders and increase buy-in and support of mission • “Participatory Engagement” Requires Affordable, Sustained and Multi-Mission Opportunities for Participation by Diverse Communities

How Does Aerojet Rocketdyne Approach Participatory Engagement? • How can we do this differently? • Affordability of contained missions with multiple player involvement • What we are doing is helping to do other things ( broad scope of applicability) • Focus on industrial return • Focused engagement on technology, science and policy • STEM • Academia • Entrepreneurial Space • Venture Capital • Media Outreach Campaign • Things we are doing will ultimately support going to Mars and expand the human economic sphere

What Can We Do Once There Is A Program? • Promote affordability • Least expensive path to exploration beyond low earth orbit • No lander required • Tests several key technologies in realistic environment • How do we use asteroid once it’s in place? • Broad exploitation is key to reduce costs – engage non-traditional entities, entrepreneurs • Google prize for asteroid resource utilization • Engage Universities - • CubeSat mission to asteroid (precursor mission) • Student suggested experiments • Engage scientific community – e.g. moon rocks • Keep it sold • Asserts NASA as the leader in space exploration • Defined mission will encourage infusion of young talent and encourage interest in science and engineering • Technologies developed can be used for cargo transportation for human missions to Mars • SLS/Orion logistic support and enhanced robotic mission capabilities • Enables a mission cadence that will maintain public engagement

Approach is Critical to the Vision • Example : In-Space Transportation • An in-space transportation system is critical to enable and sustain missions • Efficient movement of assets and supplies for NASA missions • Human exploration • Robotic science missions • Multiple customer applicability • Defense • Commercial satellites • Satellite servicing • Debris mitigation
