  3. Context • Very low employment rate 55+ 38,6% 2007, 28,8% in 2000) • Low training participation 45+ • Experience of AMS in demand oriented tools

  4. General Reforms • Reform of the pension system • Reform of Unemployment Insurance • Early warning system • Guarantee of early intervention by law • High involvement of social partners

  5. AMS strategy with older persons • Early interventions for older jobseekers • Preventive strategy – focus of ESF on productive ageing • Marketing strategy

ESF 2007 – 2013 supporting employers • To predict the future age structure • To optimise staff development • To optimise possibilities of flexibility • To encourage health promotion • To promote age adequate work places and careers • To decrease individual barriers for training • To adapt training on future needs

  7. ESF 2007 - 2013 Productive Ageing as the strategy in priority 1 3 tools: • Training needs consultancy • Subdidies to the upskilling of employees • Adapatability needs consultancy Supporting employers to maintain employability of older workers

  8. Tool 1: Training needs consultancy • Companies up to 50 employees • To develop a life-cycle oriented training plan or • To support staff and/or organisational development • Focus on productive ageing • By teams of business consultants • Funded by AMS and ESF

  9. Tool 2: upskilling of employees • Upskilling on demand of employers and employees • For employees 45+ • For low qualified women and women after a parental leave • Funded by AMS, ESF and the employer

  10. Tool 3:Adaptability needs consultancy for companies To support flexibility in staff development in 8 areas: • Upskilling employees • Organisational aspects • Working time • Mobility • Flexible capacities • Diversity management • Productive ageing • Funded by AMS and ESF

  11. Targets 2007 - 2013 • 10.000 employers involved in training needs consultancies • 1.400 in adaptability needs consultancies • 210.000 employees in upskilling • > 50 % women • > 50 % persons 45+
