NCLB Highly Qualified Report Teacher Quality & Title I Qualifications • End of SY 2006-2007: All teachers in core academic subject areas were to meet the requirements. • The NCLB definition of “highly qualified” does not completely align to the current state certification structure and assignment rules. • Teachers who are allowed to teach certain courses under state certification and assignment rules may not meet the definition of “highly qualified.”
