Global Change Master Directory (GCMD) Strategic Plan Presentation to IDN Task Team, WGISS25 Wyn Cudlip BNSC/QinetiQ
Background • GCMD Mission: To offer a high quality resource for the discovery, access, and use of Earth Science data….. • GCMD Vision: To be the premiere source for the discovery, access, and use of Earth science data and services. • Funded by NASA since 1987. • Strategic Guidance provided by Science User Working Group (SUWG) • This Group met last June and provided a report with recommendations. • GCMD now responded with GCMD Strategic Plan FY2008-2012
Strategic Goals • Increase the holdings and maintain/enhance quality of content. • Optimise metadata search and retrieval by designing intuitive metadata authoring tools and robust scientific search and display software. • Provide increasingly more effective direct access to scientific data and services, as well as “use-level” metadata. • Meet the needs of an internationally diverse Earth science community, maintaining a constant pulse on the direction of the sciences. • Incorporate applicable technology enhancements to improve usability, determine the scope and direction of innovative technologies, and provide broad assessments for technological direction in an era of rapid enhancements. • Reduce software and database maintenance.
5 Corner Stones of evolution • Affordance – intuitive discoverable actions to provide efficient discovery of data and services. • Leverage – build on existing capabilities in the user community for the creation of, for example, portals, controlled keywords, and quality control. • Adaptability – ability to migrate to new and applicable technologies. • Accessibility – to progress from search ro access and use of the data. • Sense of ownership by collaborators – ability to control their own content.
SWOT Analysis • Strengths: • Includes robust search and retrieval; powerful authoring tools; etc. • Weakness • Maintaining external links; lack of use of optional fields to enhance search; etc. • Opportunties • Transfer stewardship of metadata to authors; expand user community; etc. • Threats • NASA support for Earth Science in decline; growing number of Standards to support; Demands to support increasing number of global initiatives; etc.
BREA Analysis • Build on Strengths: • Foster dedicated staff; extend breadth and depth of keywords; etc. • Resolve Weaknesses: • Re-invigorate the CEOS IDN Interoperability; etc. • Exploit Opportunities • Open opportunities to trusted user community; etc. • Avoid Threats • Continue to improve software; Build in quality control; etc.
Way forward • Actions against each of the Strategic Goals. • Key Performance Indicators also presented. • Return on Investment (ROI) analysis. • More information in Strategic Plan Document – available from GCMD website.
Conclusions • GCMD Team has produced detailed Strategic Response to recommendations of the Science User Working group (SUWG). • GCMG can continue to improve and expand its capabilities if support for its activities continues.
