Outputs The *poorest are organised and able to plan and implement participatory livelihoods focused development effectively. The livelihood asset base for the *poorest is enhanced and diversified in 290 watersheds. Government, PRI and NGOs together implement participatory livelihood focused watershed development effectively. Policy and practice constraints to livelihoods of the *poorest are reduced in the areas of NTFP, migration, land rights, disaster preparedness and women’s issues. Project approaches are adopted in KBK and elsewhere in Orissa.

Delivery Mechanisms…….. • Dedicated Watershed Mission (State Level Autonomous Agency) constituted in 2000 • Mission provides coordination and operational guidance for implementing all watersheds in the state • In 2004 Watershed Mission was restructured and strengthened • This has become a model for other RD programmes
DeliveryMechanisms…….. • Separate PD, Watershed offices created in the 4 project districts. • Full time PIAs & WDTs appointed in place of part timers. • Watersheds handled by PIA rationalized between 10-15 . • Involvement of NGO PIAs in Watershed programmes.

Expansion of ‘Plus’…….. • WORLP has expanded to 387 non WORLP watersheds in the WORLP districts with provision of plus component. • Govt of Orissa has announced project “Jeebika” to implement livelihood components in 6 KBK districts covering 460 watersheds within a period of 3 years with an estimated budget of 90 crore. • Development of guidelines for WS in implementing NREGS • Converging with a variety of complimentary Departments and Programmes
