Federal Highway Administration(FHWA) Program Purpose • The primary objective of the On-the-Job Supportive Services (OJTSS) is to increase the overall effectiveness of the State highway agencies' approved training programs by encouraging completion of training programs and seeking other ways to increase the training opportunities for minorities and women • The Federal Highway Administration's (FHWA) policy is to require full utilization of all available training and skill improvement opportunities to assure that increased participation of minority groups and disadvantaged persons and women in all phases of the highway construction industry. The FHWA also encourages State Departments of Transportation to utilize OJT supportive services funds to increase the effectiveness of approved on-the-job training programs conducted in connection with Federal-aid highway construction projects. This training is used to increase the participation of women and minorities in skilled and semi-skilled crafts.
Federal Highway Administration(FHWA) Eligible Activities • States may use OJT/SS funding to provide such services as: • pre-employment counseling • orientation to the expectations and requirements of the highway construction industry • basic skills improvement • support for contractor recruiting, counseling, remedial training, physical examinations, or assistance with transportation, child care and other special needs • jobsite mentoring and post-graduation follow-up

Community Housing Development Organization (CHDO) • What is a CHDO – A non-profit that is organized and structured according to the standards provided in the HOME regulations and must develop, own or sponsor the HOME-assisted Housing. • 15% of HOME funds MUST be set aside for CHDO activities.

Short-term Skills Training • Funding Agency Pays • Tuition • On-site Work Salary/Fringe • 16-week Construction Trades Classes • NCCER Curriculum – Carpentry or Highway/Heavy Construction • $3,300 per student – WIA • $4,100 per student – Vocational Rehabilitation • Separate from YouthBuild Program
Short-term Skills Training Example: • 10 WIA students at $3,300 per student = $33,000 • Cost of Contract Construction Instructor = $10,800 • Cost of Materials/Supplies = $7,500 • Net Revenue = $14,700
