PRESERVATION AND ENHANCEMENT OF HISTORIC ROAD HERITAGE SALVAGUARDIA E VALORIZZAZIONE DEL PATRIMONIO STRADALE STORICO • I temi della salvaguardia e della valorizzazione della rete stradale storica, ancorché spesso disattesi, sono da lungo tempo considerati molto importanti e la ricerca, quando è coinvolta su tali temi, guarda essenzialmente: • all'ecologia del territorio e la tutela dell'ambiente • alla tutela del paesaggio; • al disegno urbano e alla progettazione urbanistica; • alla pianificazione del traffico; • alla progettazione e gestione dei manufatti stradali • Nel recente passato sono stati compiuti notevoli avanzamenti conoscitivi e sono stati avviati numerosi processi per una migliore tutela delle strade storiche e per una loro più compiuta fruizione. • Le strade storiche possono essere suddivise in numerose categorie: • le passeggiate, percorsi essenzialmente pedonali, destinati al godimento dell'ambiente attraversato e delle vedute paesaggistiche offerte lungo il tracciato e/o che conducono ad una meta (es.: percorsi e sentieri nei parchi naturali, la via Napoleonica a Trieste, il sentiero delle Cinque Terre, la via Francigena); • le strade dell'antichità, percorsi viari o tratti di percorsi di interesse archeologico (es.: la via Appia Antica, la via Amerina, la via Cassia); • i percorsi storici delle attività tradizionali agricole e pastorali; • le strade percorribili con motociclette ed automobili, aperte al traffico ordinario, ma caratterizzate da un consolidato ed equilibrato inserimento nel territorio, tali da suscitare sensazioni positive o vero e proprio piacere durante il viaggio; • le piste ciclabili ed i percorsi recuperabili alla bicicletta come le vie militari alpine, le ferrovie dismesse, le reti viarie agricole, le alzaie, i tronchi residuali relitti della viabilità ordinaria, sostituiti da nuove infrastrutture. • Nel titolo del convegno si è optato per individuare tale florilegio di "percorsi belli" sotto la dizione "patrimonio stradale storico", assegnando al termine "storico" il suo corretto limite nel dominio sia temporale, un passato cioè che va dai 30-40 anni ai millenni, che concettuale, un ambito cognitivo ormai consolidato nella memoria del singolo o della specie, che percettivo, ovvero un complesso di elementi ed associazioni degni di essere conservati, goduti e tramandati. • Il sempre più intenso sfruttamento del territorio e l'incremento delle attività antropiche comporta il rischio di aggressioni al patrimonio viario storico. • E così, ad esempio, nei parchi naturali od archeologici, si alternano nuove edificazioni abusive e tentativi di delocalizzazione; sulle strade aperte al traffico vediamo sia distruttivi "adeguamenti" che timidi tentativi di salvaguardia; negli ambiti di interesse paesaggistico, sia opere di ri-naturalizzazione che indiscriminati disboscamenti. The issues of preservation and enhancement of historic road network, though often neglected, have long been considered very important. The researchers, when involved on these issues, see mainly at: - The ecology of the territory and the environment protection; - Protection of the landscape; - The urban design and urban planning; - Traffic planning; - design and management of roads. Recently, considerable cognitive advances have been made and many processes for better protection and fruition of historic roads started. Historic roads can be classified by these categories: - Trails, walking paths essentially intended for the enjoyment of environment and scenic views along the route and/or leading to a destination (eg, paths and trails in national parks, the Route Napoléon in Trieste, the Cinque Terre path, the Via Francigena); - Ancient roads or paths or parts of them with archaeological relevance (such as Appian Way, Via Amerina, Via Cassia); - The historical paths of traditional agricultural and pastoral activities; - The roads open to motorcycles and cars, to ordinary traffic, but characterized by a well established and balanced integration into the territory, such as to arouse positive feelings or real pleasure during the journey; - Bike lanes and paths convertible for bicycle as military alpine roads, disused railways, farm roadways, towpaths, ordinary roads replaced by new infrastructures. In the title of the conference we decided, in order to define those "beautiful routes", to use the term "historical roads", so to use “historic”: in its temporal meaning - what is 30-40 years old at least-, in its conceptual meaning - a cognitive domain part of the memory-, and, in its perceptive meaning - a combination of elements and associations that deserves to be preserved, enjoyed and passed on. The increasingly intensive use of land and the increase of human activities involve the risk of attacks to the historical road heritage. So, for instance, inside natural or archaeological parks, new buildings together with attempts to relocation; on roads open to traffic we see is destructive "adjustments" and timid attempts to safeguard areas; in areas of scenic interest we see re- naturalization and that indiscriminate felling of trees.

Appare pertanto necessaria una compiuta presa di coscienza dell'unitarietà delle problematiche legate al viaggio "di" piacere e/o "con" piacere, ed ai percorsi sui quali il viaggio si può compiere, coinvolgendo al più alto livello, in un confronto collaborativo, gli operatori di diverse culture affinché possano essere prontamente evidenziati problemi ed interessi contrastanti o addirittura del tutto ignorati da ciascun settore disciplinare. Il tema della viabilità storica diventa strumento per capire come in passato il movimento abbia influenzato lo spazio e, viceversa,come lo spazio abbia influenzato il movimento. Inoltre la valorizzazione e la salvaguardia dei percorsi storici può diventare strumento di supporto al governo del territorio. Il convegno si articola in due mezze giornate: la prima rivolta ad un pubblico non esclusivamente composto da specialisti, è il coronamento degli scambi culturali che alcuni docenti del Dipartimento di Ingegneria Civile, Edile e Ambientale della “Sapienza” Università di Roma hanno ormai da anni con l’Università Saint Thomas di St. Paul (Minnesota USA) per le ricerche riguardanti l’ingegneria viaria antica, mentre la seconda, di carattere tecnico-scientifico si rivolge a quanti operano nel settore stradale sia nel campo progettuale che della ricerca universitaria. Nella mattinata si terrà il seminario” The roadsand ancient roman engineering “, in lingua inglese. Tale Seminario è stato previsto, ormai da anni, come parte dei Corsi per studenti di ingegneria (undergraduate)dell’Università Saint Thomas organizzati “abroad and away” sul tema "Roman Structures and Art: Over 2500 Years of Contributions to Modern Society" del quale è responsabile l’ospite Prof. John Walker di quella Università. Lo scopo del Seminario è quello di cercare di riunire le conoscenze storiche riguardanti l’origine della disciplina delle costruzioni stradali, come fondamento indispensabile per la formazione dei giovani ingegneri. In questa sessione saranno presenti anche gli studenti del liceo classico “Pilo Albertelli” di Roma. Nel pomeriggio si terrà il seminario “Salvaguardia e valorizzazione del patrimonio stradale storico” dove verranno presentate le ricerche e le realizzazioni o progettazioni di lavori sulle strade storiche e sono previsti interventi di docenti italiani e progettisti delle amministrazioni pubbliche. In questa seconda parte della giornata interverrà anche il Prof. Walker che porterà le esperienze del nord-America. The theme of historic roads becomes a tool for understanding how movement has influenced the space and vice versa in the past. In addition, the enhancement and preservation of historical routes can become an instrument to support the government of the territory. The conference is divided into two half-days: the first, technical-scientific, is aimed at those working in the road sector both in design and university research, while the second, addressed to an audience not exclusively composed by specialists, is the crowning of the cultural exchanges that some teachers of the Department of Civil, Construction and Environmental Engineering of “Sapienza Università di Roma” have with the University of Saint Thomas in St. Paul (Minnesota USA) on the ancient road engineering. In the morning there will be the seminar "The roads and ancient roman engineering", in English. This seminar has been planned as in the past, as a part of courses for engineering students (undergraduate) from Saint Thomas University organized "abroad and away" on "Roman Structures and Art: Over 2500 Years of Contributions to Modern Society" whose responsible is Prof. John Walker from that University. The purpose of the seminar is an attempt to bring together the historical knowledge concerning the origin of the discipline of road construction, as an indispensable foundation for the training of young civil engineers. This session will be attended also by students from the Liceo Classico "Pilo Albertelli" in Rome. In the afternoon there will be the seminar “Preservation and enhancement of historic road heritage” to discuss the researches, the achievements and projects about the historic roads and the speeches from Italian teachers and designers from public administrations that will deepen the themes highlighted in the first part.
