Background of RJS • Due to the success of the RESEA program RJS was developed for 1st time UI recipients • The focus of the program is to provide a defined set of required services to help recently unemployed customers access to training for jobs in the new economy • The success of the program is that enrollees have access to higher paying jobs in emerging industry sectors and that many of them are getting back to work sooner
RJSRequired Services • Orientation to Job Center Services • Assessment of Individual Skills through the use of Career Center 101 • Provision of Labor Market Information • Review of job search activities and training in the use of jobs.mo.gov • Creation of an online resume in the Mojobs system
Orientation to Job Center Services • Every RJS claimant receives an orientation to job center services • One-on-one or in a group setting • A handout or flyer may be used to supplement the orientation
Skills Assessment • Each RJS claimant is required to complete a Career Ready 101 “Initial Assessment” • Results should be discussed with them and a referral made to Career ready online remediation, if appropriate
Labor Market Information • Claimants should be provided with the most recent LMI • MERIC provides LMI that is both Region and Industry specific • Claimant should be provided a printout and guidance on how to access the website for future research
Job Center Orientation & Resume • Update resume in MOJOBS and go over the importance of this in getting proper matching for employers in the system • Claimant should also be shown search methods & a quick job search be done if requested • Go over Job Center workshops available • Claimant should also be shown any other resources online that can enhance their skills and employability
RESEA vs RJS • RESEA requires that an IEP be completed • RJS does not require a completed job search log • RESEA customers should be Case Managed • RJS is triggered if they file 3 consecutive weeks on the same claim, RESEA on the 5th • RESEA requires a completed Able & Available Survey be submitted
Rescheduling in RJS • If the claimant calls before the actual appointment to reschedule they should be told to contact the Claims Center or use UInteract to reschedule. They will need to give a reason • Job Center staff DoNot reschedule RJS appointments • If the appointment is rescheduled for the same week as the original appointment simply result the original appointment • If the appointment is rescheduled for a week past the original appointment you will create an event for the reschedule, then reschedule from the original (much like we do for RESEA appointments)
Rescheduling in RJS (continued) • Claimants have the whole week of their RJS appointment to show up and not have it cause an issue on their claim • Benefits will be upheld if the claimant does not show up for an appointment within that week • In this case a PO-84 should be done since it will impact their claim • The only other incident in RJS which will require a PO-84 is if someone is signed up for a workshop and they fail to appear • The purpose of the PO-84 is to communicate a problem to UI that may impact the claimants benefits
Additional RJS Info • Claimants can be issued additional services at any time • Any staff member in a Job Center can serve an RJS client. • If you do please use Code 705 • The clients Wagner-Peyser application in MoJobs must be completed prior to resulting an RJS appointment
