Lesson 4 | The Eight-Step RSA Process Steps 6 to 8 4-86
RSA Steps: Review RSA Team Design Team / Project Owner 6 Present findings to Project Owner 1 Identify project 5 Conduct analysis and prepare report 7 Prepare formal response 2 Select RSA team 4 Perform field reviews 8 Incorporate findings 3 Conduct start-up meeting 4-87
6 Present RSA findings to Project Owner 1 Identify project 5 Conduct audit analysis and prepare report of findings 7 Prepare formal response 2 Select RSA team 4 Perform field reviews under various conditions 8 Incorporate findings 3 Conduct a start-up meeting RSA Steps RSA Team Design Team / Project Owner 6 Present preliminary RSA findings to Project Owner 4-88
Step 6 The RSA Findings Presentation • Discuss safety successes. • Present prioritized safety issues and suggestions. • Constructively discuss issues and suggestions. • Obtain comments and feedback from owner’s team, but maintain independence. 4-89
Step 6 SUGGESTIONS:Short Term: Warning Sign. Medium Term: Maintain existing gravel shoulder.Long Term: Pave the shoulder. 4-90
Step 6 SUGGESTIONS:Short Term: Warning Sign. Medium Term: Provide sentry lighting. Long-term: Establish and maintain off-road paths for pedestrians. 4-91
Step 6 The RSA Findings: Formal Report • Summarize the project. • Identify team. • Identify documents used or reviewed. • Summarize scope, opportunities, constraints. • Document meetings and site visits. • Document the prioritized safety issues and suggestions. • Report samples available. 4-92
Safety Issue Description Prioritization Suggestions Step 6 The RSA Findings Presentation: Formal Report Sample Layout 4-93
6 Present RSA findings to Project Owner 1 Identify project 5 Conduct audit analysis and prepare report of findings 7 Prepare formal response 2 Select RSA team 4 Perform field reviews under various conditions 8 Incorporate findings 3 Conduct a start-up meeting RSA Steps RSA Team Design Team / Project Owner 7 Prepare formal response 4-94
Step 7 The Response Letter: Point-by-Point Response Short-Term Suggestion: Add advance intersection warning signs on both US 60 approaches. Traffic Division will revise the plans to add the signs. Action taken 4-95
Step 7 The Response Letter: Point-by-Point Response Long-Term Suggestion: Add an acceleration lane in the westbound direction for right- turning movement. This is not feasible for the following reasons: Any changes to the top of cut/toe of slope would affect the utility relocation which is currently under way. Also, the acceleration lane may interfere with driveway operations at Sta. 551+20. Reason for not taking action 4-96
Step 7 Owner’s Formal Response Issue: Skewed intersection combined with grade creates sight distance challenges and turning-movement crash risks. 4-97
Step 7 Formal Response Response A “We will not realign the intersection at Jefferson Road. We do not feel that it is needed.” 4-98
Step 7 Formal Response Response B “While we agree with the need to realign the skewed intersection, the realignment cannot be achieved within the existing right-of-way. The acquisition of the required property may be considered in future budgets.” 4-99
6 Present RSA findings to Project Owner/ 1 Identify project 5 Conduct audit analysis and prepare report of findings 7 Prepare formal response 2 Select RSA team 4 Perform field reviews under various conditions 8 Incorporate findings into the project 3 Conduct a start-up meeting RSA Steps RSA Team Design Team / Project Owner 8 Incorporate findings into the project 4-100
Step 8 Implement Improvements Pre-construction RSAs Post-construction RSAs Changes to design drawings Incorporate improvements in operatingbudgets or maintenance programs 4-101
Review: Learning Outcomes • Identify the steps of the RSA process. • Describe the roles and responsibilities of the RSA team in the RSA process. • Describe the roles and responsibilities of the project owner in the RSA process. 4-102
RSA Steps: Review RSA Team Design Team / Project Owner 6 Present findings to Project Owner 1 Identify project 5 Conduct analysis and prepare report 7 Prepare formal response 2 Select RSA team 4 Perform field reviews 8 Incorporate findings 3 Conduct start-up meeting 4-103
