Tuition and Fees §37.27 • Board of Trustees has full authority to set tuition and fees at UW-Madison • Takes away the connection between reduction in state funding and tuition increases (ie there is no cap increases)
Composition of the Board of Trustees §37.02 • 21 members total • 11 appointed by the Governor (7 must be alumni) • 1 Board of Regent member • 1 member of the agriculture industry • 9 at-large • 2 appointed by faculty • 1 appointed by non-faculty staff • 1 appointed by students • 2 appointed by WAA • 2 appointed by WARF • 2 appointed by UW-Foundation
New Personal System §37.11(1g) • Must be created by July 1st 2012 • It must be separate and distinct from the current system under Chapter 230 of state statutes • Must be created with faculty and academic staff in line with shared governance
Student Discrimination Policy §37.12 • Provides protection based on race, color, creed, religion, sex, national origin, disability, ancestry, age, sexual orientation, pregnancy, marital status, or parental status • Can not be discriminated in areas of admission to the university and participation or benefits of a service, program, course, or facility of the university
Minority Programs §37.25(14m) and §37.34 • Provides for funding for programs to recruit minority and disadvantaged students and to retain them • Provides for the continuation of Lawton grants
Graduate Student Tuition Remission §37.27(3)(d) • Graduate student tuition remission remains unchanged in state statute
Accountability Report §37.03(1)(e) • Must prepare an accountability report every biennium • Shall be posted prominently on the website • Shall include: • Access and affordability • Student Achievement • Research Efforts • Economic Impact • Services Provided by University to residents of the state • Financial Accountability
Current Governing Policies, Employment and Property §9152(1) • Section 9152(1) of SB-27 (2011-2013 budget) • Property and assets of UW-Madison will be transferred to the control of the authority • Current UW-Madison employees are transferred to the authority • Current contracts are held in place until July 1st 2012 • All policies and procedures relating to the operation of UW-Madison will be transferred from UW-System to the authority
Purchasing through Higher Education Consortia • Allows for UW-Madison to join Purchasing Consortia for equipment related specifically to higher education
Funding for the University(over the biennium) • $698,498,600 in GPR funding • $125,000,000 reduction (13% of state funding) • $146,462,900 in GPR Debt Service • $131,787,200 in Fuel and Utilities • $43,104,400 for State Laboratory of Hygiene and Veterinary Diagnostic Laboratory
