Understanding Today’s Environment • Sailors are turning to prescription medication or substances other than illicit drugs • Spice, Bath Salts, inhalants to name a few • Oxycodone/Oxymorphone are Opiods • Possibly abused meds: - Oxycontin, Percocet treat pain - Vicodin (Hydrocodone) treat pain - Xanax (Benzodiazepine) treat panic and anxiety disorder - Adderall treat anxiety (ADHD)
OPNAVINST 5350.4D ENCL (2) contain Navy minimum testing requirements Random 4 tests – 15% monthly Check-in w/in 72hrs of reporting Unit Sweep requirement removed MEPS positives: Not Enlistment Eligible Devices intended to defeat urinalysis prohibited Forensically accurate and legally defensible results Greatest challenges are in collection and transportation of samples Urinalysis Requirements

All samples are tested for: Marijuana (THC) Cocaine Amphetamines & Methamphetamine Designer Amps (e.g., ecstasy) Heroin (6-MAM) NDSL Testing Panel
NDSL Testing Panel • Samples that are “pulse tested” • Oxycodone, Oxymorphone • Opiates (codeine and morphine) • PCP • New Tests (Benzos, Hydros, Oxys)
Special Tests Attach a memo to 2624 Steroids Over The Counter (O-T-C) products AFMES tests to determine if product will cause positive results Spice Testing for active NCIS investigations
Special Tests • Retests • Questions • Discrepancies with testing, collection or transportation, if yes throw it out • Court ordered • Positive samples retained for 1 year, and came be extended upon request by submitting command
Determination of Wrongful Use • Passive inhalation of marijuana is a legitimate defense: Myth • Cold/sinus medications will cause positives for Amphetamine: Myth • Amphetamines will test positive for methamphetamine: Myth
Determination of Wrongful Use Herbal supplements and O-T-C products will test positive Not possible if purchased in U.S. Contact NDSL or NADAP if outside U.S. Someone put it in my drink Stop, time for a sanity check! I “accidentally” took another’s medicine Contact NADAP or NDSL for guidance
Determination of Wrongful Use • Assign an investigator (Use process similar to mishap investigation) • ADMITS (previous results) • Contact NADAP, if needed • NCIS involvement • Interrogation • Administer lie detector
Determination of Positive Urinalysis • CO determined drug abuse incident • Submit DAAR within 30 days of incident/sample date • Process for Administrative separation • Service member sent to SARP screening • Treatment required prior to separation if drug dependent
Determination of Positive Urinalysis • CO determined drug abuse incident • Service member elected ADMIN board • Send ADMIN board package to PERS 832 for final determination • Provide NADAP N135F/ISIC copy of PERS 832 No further ADSEP message if found not guilty • Process for ADSEP if found guilty • Service member sent to SARP screening • Treatment required prior to separation if drug dependent
Determination of Positive Urinalysis • CO determined not a drug abuse incident due to prescribed medication • Command request technical review from servicing drug lab • Send Determination of Positive Urinalysis letter to NADAP N135F/ISIC • NADAP clear positive in ADMITS • NADAP conduct MRO process in IFTDTL for AMP/MET/OXC/OXM/COD/MOR positives
LAB POSITIVE STILL IN THE NAVY MRO PROCESS LABPOS Still in the Navy report by Echelon 2 from ADMITS/check for multiple positives Commanding Officer determined not a drug abuse incident due to prescribed medication Check personnel record for rank/rate separation date and code not downloaded in ADMITS yet Commanding Officer determined drug abuse incident Send report to Echelon 2 ADCO for action/resolution Command request technical review from servicing drug laboratory Submit DAAR within 30 days of incident/sample date Drug abuse/service member elected Administrative board Process for Administrative separation Send Determination of Positive Urinalysis letter to NADAP N135F/ISIC Send ADMIN board package to PERS 832 for final determination Service member sent to SARP screening/treatment required prior to separation if drug dependent NADAP clear positive in ADMITS Guilty Not Guilty NADAP conducts MRO process in IFTDTL for AMP/MET OXC/OXM/COD/MOR Command provide OPNAV N135F/ISIC Copy of PERS 832 retain message NADAP check personnel record for separation date and code/check status with command if past 6 months NADAP (N135F) clear positive in ADMITS
