Methodology project, introduction (1) 2010-2013 Statistics Estonia partnered with the Estonian Institute for Population Studies of Tallinn University and the consulting firm Ernst&Young Baltic AS The project covered the obligatory topics presented in the Regulation No 763/2008 of the European Parliament and of the Council and in the Commission Regulation No 1201/2009 Kristi Lehto
Methodology project, introduction (2) Kristi Lehto • A total of 20 databases and the data collected in them were analysed • meta-analysis • definitions and availability • detailed analysis • construction of census variables (if feasible) • data quality assessment (record-linkage to various statistical surveys and 2011 census)

Conclusions (1)prerequisites of a register-based census • There is a common decision and agreement to use the data collected in administrative databases to cover the needs of statistics. • Permanent residence data will be corrected. • Missing characteristics will be added to the registers. Conclusions (2)prerequisites of a register-based census Kristi Lehto • Recording data on foreign arrivals (incl. earlier arrivals) in the registers will be improved. • The coverage and relevanceof housing data will be improved. • The compatibility of registers will be improved, data quality will be checked and improved systematically, classifications will be improved and register data will be documented better.
