Background • The Ministry of Agriculture has a National Agriculture and Livestock Extension Policy (NALEP). • NALEP advocates for pluralistic Extension system.
Background • The goal of NALEP is to guide and encourage the various partners/ESPs to provide demand-driven extension services in a participatory approach and to complement and reinforce each other. • In 2012, South Sudan joined the African Forum for Agricultural Advisory Services (AFAAS), which is the umbrella organization for Extension services Providers (ESP) in Africa.
Main function of AFAAS • Agricultural knowledge and information Management hub for Africa • Capacity building and technical backstopping, on request, for National AAS through Country Chapters. • Promotion of lesson learning for the identification of best fits • Represent, advocate, and promote the interests of members at regional and institutional levels and influence policy at these levels • Enhancing farmer-research-extension-market linkages • Action research on AAS • Facilitate impact and performance assessments of national AAS • Fund raising and management of funds for regional activities.
AFAAS in Juba • AFAAS conducted a workshop in Juba with the following results: • The stakeholders sensitized, objectives and principles of AFAAS disseminated. • a task force formed and champions identified to lead the process of establishing CF.
What is a Country Chapter/Forum? • The CF represents the stakeholders/Agricultural Advisory Service (AAS) Providers from: • Public extension • Private sector • CSO/NGOs • Farmer organizations, cooperatives and associations • Agricultural Education centres • Agricultural research centre • Affiliate members from regional and international institutions involved in AAS
Why a country Chapter/Forum? • provide leadership and a mechanism to exchange information, share lessons earned and best practices in Extension • Help operationalize AFAAS activities within member country • Improve coordination amongst existing stakeholders in AAS
The task force scope of work • Objective • Facilitate all the steps in the processes leading to the establishment of CF in South Sudan.
Task force terms of reference • Review the existing stakeholder coordination mechanism for agriculture and livestock ESPs in the country relevant to CF. • learn from the experiences of countries which have already establish country fora. • Conduct an inventory and map out all the ESPs in agriculture and livestock extension system in the country. • Develop and/or adapt guidelines for the formation of the country forum.
Task force terms of reference • Conduct a consultation with main ESP actors and identify ESP stakeholders that express genuine interest to become a CF member. • Mobilize resources for the establishment of the CF. • Mobilize representatives of stakeholders for a National workshop for the establishment of the country forum. • Facilitate and document national workshop for the establishment of CF.
