Why Respond? “Our present is shaped by our link to ancestors and our future to the wellbeing of our children” • Orphanhold is associated with poverty and its cycle • It graduates from individual traits to social determinants (life course perspective) • It affects Children’s rights • Poor state of existing child welfare programs • Loss of Parents, living with HIV and isolated

The Role of Social Work-support OVC’s Micro Level Macro Level • Program design and Resource Mobilisation • Community organisation • Community/Family needs assessment • Reintegration of children into society • Facilitate Change • Advocate for good child welfare policies • Promotion of Children's’ rights • Monitor and Evaluate Child Welfare programs

Local Solutions to OVC’s • Strengthening Families to respond to OVC problems • Engage in community mobilisation and resource development (community schools, IGA’s------) • Initiating broader skills development programs • Advocating for good welfare programs for OVC’s • Monitoring and evaluating child welfare programs and their rights satisfaction

Re-thinking Child welfare • Integrating Social welfare programs at all levels to protect children’s rights affected by HIV/AIDS • Developing Interventions to prevent HIV/AIDS among children and youth targeting Early Child Development • Infusing HIV/AIDS policies into national health & development frameworks • Strengthening Monitoring and Evaluation of Child policy and welfare programs
