  2. The Beginnings (1995-1998) • We create a Model with multidisciplinary services to cooperate with the Governmental Agencies. • Worked to build the social support. • Worked to design the programs. • Training of the staff. • Focus to impulse the change of the Legislation.

  3. The Consolidation (2000 - 2007) • In 2003 we increased our capacities: a second Shelter was opened. • Advocated for Public Policies and actions like: • The change in the local legislation. • The first public funds for the Shelters in México. • The National Program to provide services to Women victims of violence.

  4. Our Strengths • We have documented results of 12 years of successful work and the Attention Model. • The community trust the organization. • We have three new projects to promote financial autonomy.

  5. Advances • Mexican Women have Laws that protect their Rights. • Family Violence is a Crime in the Country. • Since 2007 the Federal Government is responsible to develop a National Program to protect and assist women victims of violence. • Human Trafficking has been rated as a Federal Crime in 2008. Not a crime in every State (-10), but that is the next step.

  6. Advances • Women have Shelters almost in every State of the Mexican Republic. • The Shelters are considered in the Federal Budget since 2003.

  7. Obstacles • Poor political will shown as: • The lack of Public Policies that could help us to build capacity to respond to the Victims. • The lack of Strategic Planning with long term vision • Poor collaboration between the Government and the civil organizations.

  8. Obstacles • Poor Law Enforcement • Corruption • Impunity • Negligence • Prejudice

  9. Lessons Learned • The Shelters should be operated by NGO to warranty the continuity and quality of the services. • The Shelters should diversify as much as possible the fund raising activities to warranty the sustainability. • The government should provide the resources to the Shelters to make their work as safe and efficient as possible.

  10. Challenges • As we proposed in 2002, the National Program should include the NGO´s, to design and operate the Attention Model. • The Government funds should be applied according to standardized criteria to specific Programs, either in public or private agencies. • The Shelters should be part of Task Forces that provide the services the victims need.
