Why the Municipal Finance Project to enhance the role and the capacities of local administrations to provide basic services and infrastructures to the population to enhance the connection between the decentralized administrations and the central Government to boost economic growth and employment
Why the additional funds to strengthen small municipalities’ capacities to provide basic services and infrastructure to the population living in their territories in consideration of the high influx of Syrian refuges.
Which projects can be financed? • Amount: • minimum amount: € 30,000.00 equivalent to 62,000,000.00 LBP approx. • maximum amount: € 40,000.00 equivalent to 83,000,000.00 LBP approx. • Sectors of interventions: • Water and sanitation • Solid waste management • Land use management • Renewable energy
Who can apply? • a municipality under the law of the Republic of Lebanon • with a municipal council with no more than 12 members • with a minimum percentage of Syrian refugees living in their territories equal to 10% of the total local population according to official estimates (i.e. UNHCR). • priority will be given to municipalities that are not part of Union of Municipalities
How to apply • Phase 1: Administrative checking • The Applicant shall provide: • Annex B: Declaration Letter (Word format) • Statute of the Municipality • Annex L: Administrative Grilled (initialized on each page for acknowledgment) • Annexes B and L and the Statute of the Municipality must be submitted in one original and two copies in A4 size, each bound. A sealed envelope called “ADMINISTRATIVE CHECKING - 1” shall contain all these documents.
Phase 2: Application Form • The Grant Application Form together with: • Annex C: Budget (Excel format) • Annex D: Financial identification form • Annex E: Standard Grant Contract (initialized on each page for acknowledgment) • Annex F: Standard Pre-financing guarantee (initialized on each page for acknowledgment) • Annex G: Standard Performance guarantee (initialized on each page for acknowledgment) • Annex H: Project Progress Report (initialized on each page for acknowledgment) • Annex I: Progress Report Budget form (initialized on each page for acknowledgment) • Annex J: Project Final Report form (initialized on each page for acknowledgment) • Annex K: Final Report Budget form (initialized on each page for acknowledgment) • Annex M: Adaptation to the Italian Law (initialized on each page for acknowledgment) • must be submitted in one original and two copies in A4 size, each bound. • A sealed envelope called “APPLICATION FORM - 2” shall contain all these documents.
Phase 3: Final Application Form A sealed envelope containing the two envelopes “ADMINISTRATIVE CHECKING - 1” and “APPLICATION FORM - 2” must be submitted by hand-delivery (a signed and dated certificate of receipt will be given to the deliverer) to the address below: Embassy of Italy in Beirut (Development Cooperation Office) Baabda – Brazilia Region. Avenue Pierre Helou Street 82, sector 3 Abdullah Farhat Building – 1st Floor – Beirut – Lebanon Final Application Forms sent by any other means (e.g. by fax or by e-mail) or delivered to other addresses will be rejected. Incomplete applications may be rejected. Applicant is allowed to submit only one Final Application Form for one project. Deadline for submission of the Final Application Form 23rd May 2014 at 13.00 local time
Evaluation and selection of applications • Phase 1: Administrative checking • the compliance with the submission deadline. If the deadline has not been met, the application will automatically be rejected. • the supporting documents requested by the Contracting Authority (see Section 2.2.1 Phase 1: Administrative checking). • The eligibility verification will be performed according to • the Administrative Grilled attached (Annex L) • Phase 2: Project proposal evaluation • only be performed for the applications that have been considered eligible as per the administrative checking phase. • an overall score out of 70
The applications will be assessed according to the following criteria Relevance of the action 30 points Design of the action 20 points Status and management capabilities of the municipality 20 points TOTAL 70 points

Contract conditions the applicants agree, if awarded a grant, to accept the contractual conditions of the standard grant contract. Before the signing of the contract an information session concerning the management rules of the financing will be held on 30th May 2014 at 11.00 a.m. at: Embassy of Italy in Beirut (Development Cooperation Office) Baabda – Brazilia Region. Avenue Pierre Helou Street 82, sector 3 Abdullah Farhat Building – 1st Floor – Beirut – Lebanon.
Procurement procedures For work, service and supply contracts below 20,000.00 Euro the contract may be awarded directly (single tender). For work, service and supply contracts between 20,000.00 Euro and 60,000.00 Euro (maximum allocated budget under this Call for Proposals: Euro 40.000,00 + Euro 20.000,00 as co-financing) the Beneficiary(ies) must follow a competitive negotiated procedure. It shall invite at least three candidates of its choice to submit offers. To this end, the Contracting Authority may provide the Beneficiary(ies) with its assistance upon request.
