A. Flight Locating Procedures and Operational Control • GOM Chapter 1, Part L – Flight Locating Procedures (§135.21 and §135.79) Star Marianas Air, Inc. will use Standard Company Flight Plans on all flights conducted between Saipan, Tinian, Rota, and Guam. • The Pilot-in-Command (PIC) will use the standard flight plan information and routing to conduct all flights between Saipan, Tinian, Rota, and Guam, and will not be allowed to depart until the Director of Operations or his designee has accepted the information provided by the PIC. • The Director of Operations or his designee will record the information on the flight locating board or computer, together with the calculated search commence time (15 minutes after any departure from Saipan or Tinian, 40 minutes to/from Rota from Guam, Tinian, and Saipan). • Next -- Aircraft Ground Training: Section 1 - General Operational Subjects

Flight Locating Procedures and Operational Control – cont’d • GOM Chapter 1, Part L – Flight Locating Procedures (§135.21 and §135.79) (cont’d) • The Director of Operations or his designee(s) will monitor the VHF radio frequencies from the flight’s departure to its arrival and will establish voice communications with the PIC or an employee of Star Marianas Air, Inc. at the arrival station via telephone (or i-connect radio) at the time of arrival (within 60 seconds) at the station. • If a flight goes beyond 10 minutes without establishing contact, the Director of Operations will immediately contact the Saipan Tower, give them particulars of the flight. If after 20 minutes (Saipan-Tinian), or 40 minutes (Saipan/Tinian – Rota/Guam) there is still no word, request a search be commenced, and ask them to notify the NTSB. Weight and Balance Procedures and Computations • GOM Chapter 1, Part B – Weight and Balance Control • Section 1 – Establishing Empty Weight Before Use in Charter Service (Revised 02/01/13) Weighing procedures as outlined in appropriate aircraft maintenance manuals will be used in weighing aircraft. Multi-engine aircraft must be actually weighed every 36 months to determine the current empty weight and center gravity (§135.185). The 36 month interval must be included on the aircraft’s TBO and maintenance interval tracking spreadsheet. • Section 2 – Weight and Balance Procedures (Revised 02/01/13) Before each revenue flight, the PIC will ensure that the calculated gross takeoff weight and the actual center of gravity fall within the manufacturer's allowable weight and balance limits for the aircraft. Weight and Balance Procedures and Computations – cont’d • GOM Chapter 1, Part B – Weight and Balance Control (cont’d) • Section 2 – Weight and Balance Procedures (Revised 02/01/13) (cont’d) Weight and balance calculations will be computed from the aircraft weight and balance records using actual weights for the crew, passengers, baggage, and cargo. Only those loading tables listed by the manufacturer or approved by the FAA will be used to determine safe loading conditions. Actual weight may be determined by scale weighing each passenger including carry on baggage. The actual weight may also be determined by asking each passenger their weight and adding up to 10 lbs to the weight reported by the passenger. In the event the PIC determines an obvious discrepancy in the weight given the PIC may require that passenger to be scale weighed. Cargo that is accompanied by shipping papers with the weight shown may be used at the discretion of the PIC. See Appendix B – Part IV - Load Manifest. • Section 3 - Load Manifest (Revised 02/01/13) Load Manifest are required by the FAA for the operations conducted by Star Marianas Air, Inc. utilizing multiengine aircraft (FAR §135.63 (c)). Star Marianas Air, Inc. requires that all flights must complete a load manifest before being allowed to depart (see GOM Appendix B – Load Manifest). The destination station must keep a copy of the completed load manifests until instructed to dispose of the arriving manifests. Departing (preparing/originating) station must keep copies of the completed load manifests for a minimum of 30 days. • Section 4 – Carriage of Cargo Including Carry-on Baggage (Revised 02/01/13) All cargo and baggage will be carried in the aircraft baggage compartment and will be properly secured in accordance with the POH. Weight and Balance Procedures and Computations – cont’d • GOM Chapter 1, Part B – Weight and Balance Control (cont’d) • Section 4 – Carriage of Cargo Including Carry-on Baggage (Revised 02/01/13) (cont’d) Small personal items such as briefcases, purses, etc., may be brought into the passenger compartment if the PIC determines that they do not constitute a hazard to safety. However, all permissible items must be securely positioned during takeoffs and landings; e.g. secured under a seat or by a seat belt in a vacant seat. Cargo may be carried in the cabin, as long as it is properly secured, properly packaged or covered to avoid injury, does not impose excessive loads on seat or floor and does not block emergency exits.
