What do we have? • Partnership relationships • Modules, models, guides, other material • Information sharing partnership model • Tested approach to capacity building • Newsletter and web page • An integrated municipal management career advancement program (8.2b) • An ASALGP system of 2 pilot provinces

Core characteristics • Its is a Private Public Partnership • It is consultative and supportive • It is non-profit • It adds value in a practical manner • Etc.
Why sustainability? • Money spent by Australia created value, outputs and products, it should not go to waste • ASALGP provides a sound base on which a new approach to capacity building and information sharing can be developed • By continuing many other municipalities in other provinces could also benefit • Three years only serve to start a process
Whose responsibility ? • The project partners – those who were driving it in Australia and South Africa and who are accountable to the beneficiary departments and municipalities - need to put it on the right road that will take it into a future life…
Option discussed at the PCC’s • The Trust model • Establishing an ASALGP Trust Fund • Appoint a board of trustees from stakeholders • Use donor and other income to proceed the work in the 2 pilot provinces • And role it out into the other provinces …
What are other options? 1 A new holding entity – not for profit - continue the aims & objectives - proceed as a going concern – same process, partners, approach and method of working – the entity must raise the money to fund continued operations and activities…
…or… 2 Link it onto a new parent organization which will take over the program and proceed with the two pilot provinces…
…or… 3 Hand over to the 2 pilot provinces to take it further in the way they deem fit – e.g. with provincial SALGA’s. in a structure suitable to each province
…or… 4 Finding a home for the different components • web page • newsletter • partnership consultancy and advice career development training package • ongoing activities in the provinces in different organisations who take them further
…or… …any other option…
Some considerations… • Administrative capacity • Available funding to take over staff & assets • Budgets for operations and staffing • Time, resources, co-ordination • Commitment in view of own core business • Ability to adopt same approach • Commitment to partnership goals
Sustainability does not • Require a replication of ASALGP – municipalities are – much progress has been made the past few years • Sustainability has to do with making sure that the lessons learnt and the value adding concepts are taken to new hights
How do we move on this to come to a decision before April 2005? A working committee? Who will fund the committee???????
