What is PTAC? • Procurement Technical Assistance Center program established in 1985 • Funded by grant with DoD with matching funds from the State • Nonprofit organization • Mission - to help businesses do business with the government
Getting Started • Identify your— • Standard Industrial Classification Codes (SIC Codes) • North American Industrial Classification Codes (NAICS Codes) http://www.census.gov/epcd/www/naics.html • Get a Data Universal Number System (DUNS) Number (DUN & Bradstreet 1-866-705-5711)
Get Registered! • *Central Contractor Registration (CCR) • Required to do business with DoD www.ccr.gov • Dynamic Small Business Search www.ccr.gov • SBA Profile • Database of small businesses only • Searched by government buyers and large corporations. * New registrations usually take 3-5 business days to process once completed by the vendor.
Check to See if You Qualify for any SBA Programs! • 8(a)? • HUB Zone? • Service Disabled Veteran? • Veteran? • Women?
Section 8(a) Disadvantaged Business • 51% Owned, operated and controlled by one or more individuals able to claim disadvantaged status (minority or other disadvantaged individual or group of individuals) • Must be in business at least 2 years, or go through waiver process • Much more stringent certification procedures
8(a) Benefits • Government can contract with 8(a) certified firm without-- • Advertising • Competition • Saves the Contracting Officer time and documentation • Certification good for 9 years
Historically Underutilized Business Zones (HUBZones) • Established in 1994 • Designed to encourage growth and re-establishment of business in areas with higher unemployment, lower median income, etc.
HUBZone (Con’t) • To qualify you must be-- • Small business • Owned by US citizens (51%) • Physically located in a designated HUBZone • 35% of employees resident in a HUBZone
HUBZones (Con’t) • In Florida there are: • 15 counties that are HUBZones • 29 counties that have portions identified as HUBZones • Check the SBA’s website to find out if you are in a HUBZone: https://eweb1.sba.gov/hubzone/internet/
Locate Your Market/Business Opportunities • Electronic Posting System (now FedBizOps) – all opportunities over $25K) www.fbo.gov • Subcontracting Opportunities http://web.sba.gov/subnet/
Fed Biz Ops • Where the Federal Government posts all* purchases over $25,000 (as of January 1, 2002) • Divided into Services (identified A - Z), and products, identified by double digit numeric (for example: 10 – Weapons; 70 – Information Technology) • Online, searchable – and FREE! *with a few exceptions as outlined in FAR part 4
