Rationale • Effective legal and judicial systems provide the foundation for sustainable economic and social development • There is a need for development practitioners to access free and quality international research, policy, and practice on law, justice and development • There is a need for a permanent global forum of development partners to co-generate innovative legal solutions to development challenges

Overview Through the combination of a global partnership and of an interactive web-based platform, the GFLJD will fill a gap by: • Convening and connecting regional and international organizations, international financial institutions, governments, academia, think-tanks, and civil society organizations • Providing innovative and customized legal solution to development issues • Leveraging production and dissemination of development-related legal knowledge • Offering unprecedented access to broad legal knowledge pertaining to development, free of charge

Overview The GFLJD will provide: • An institutional and technological environment for knowledge exchange and repository • A tool for users evaluation and grading of shared materials • Multiple sub-platforms to host communities of practice (CoP) • Education, social media and professional networking tools • Matching demand and supply of legal expertise

Activities The GFLJD, through Thematic Working Groups of partners, will focus on the following activities: • Original research through legal and policy analysis (international and domestic) • Precedents and guidance • Sample agreements, clauses • Operational manuals • Guidance notes, toolkits, practice notes, checklists • Data collection and analysis • Reference material • Studies and literature • Collection of laws, commentaries, comparisons, jurisprudence • Collection/drafting of policies • Institutional analysis • Contacts • Experts, peer reviewers • Training material & capacity building • Other activities to be decided by the Steering Committee and Thematic Working Groups.

  7. Expected Outcomes GFLJD’s knowledge products will provide practical legal contributions to development challenges and will improve the legal and judiciary systems which form the intangible infrastructure for sustainable development

Information and Communication Technology (ICT) Platform • The exchange of knowledge and information has been transformed by ICT, particularly the emergence of interactive online technologies • The backbone of this initiative will be a robust and interactive ICT platform, with the flexibility to adapt to diverse users • The Burton Blatt Institute (BBI), at the Syracuse University and its campus partners will create and maintain the ICT sharing platform Indonesia – Awareness raising on women rights and marriage certificates

  9. Contributions • The sustainability of the initiative is based on a menu of options: • In-kind contributions from intellectual partners • Financial contributions from financial partners, sponsors, and supporters • Combination of in-kind and financial support Kenya- pro bono legal advice

In-Kind Contributions • Sharing knowledge by contributing to the information communication technology platform (e.g. studies, databases, training material, etc.) • Mobilizing own staff for the pursuit of the objectives of this memorandum • Promoting expert meetings, workshops, and/or open training • Providing facilities for workshops, conferences or training seminars • Providing language translations of relevance • Providing updates in specific areas of national legislation • Engaging and funding studies/researches and publications • Increasing cooperation on global, regional and country issues, in concert with other interested parties • Providing support to relevant stakeholders

  11. Financial Contributions • Support the substantive and/or technological components required to build and sustain the GFLJD • Goal: leverage approximately $50 million during a period of 10 years, including $20 million for pilot projects in developing countries • Minimum contribution: $250,000

  12. Partnerships The GFLD consists of a structured partnership, built on a broad network of development partners such as other International Financial Institutions, International Organizations, Central Banks, government agencies, judiciaries, universities, think-tanks and civil society organizations.

  13. Next Steps The World Bank will: • Provide a Secretariat, that will update current partners while reaching out new partners especially from the South; establish a Multidonor Trust Fund, draft key documents to be submitted to the Interim Steering Committee The Interim Steering Committee, composed of all funding partners, will: • Convened through a virtual meeting to discuss main issues and finalize key documents (concept note, charter, etc), decide pilot Thematic Working Groups for year 1 • Each partners will commit with decentralized fund raising Thematic Working Groups, will: • Establish co-chairs, priorities, work plans, draft budget, be in charge of designing and delivering thematic sessions at the LJD Week 2012 (December 10-13, 2012).
