SPU Status • External Consultations(Nov. 2007 – April 2008) • ADB management announced preparation of a 2nd draft of the SPS and an additional consultation in Manila • On-going internal consultations and preparation of comments-response matrix • Updated Consultation Plan for the SPU
External Consultations(Oct 2007-Apr 2008) • 14 consultations, including 10 in DMCs and 4 in developed member countries • -- 415 participants from 41 countries • -- 45% gov’t, 33% CSOs, 22% others • Written submissions • Summary report for each workshop and all written comments posted on ADB website • Face-to-face meetings and teleconferences
Key Issues Identified from External Consultations • Policy scope • Policy principles such as FPIC • Involuntary resettlement: policy objective and trigger • Definition of Indigenous Peoples • 120-day disclosure rule (environmental assessment) • Country safeguard systems
Key Issues Identified from External Consultations(cont) • Framework approach • Requirements for financial intermediary projects • Reference to international laws/standards • Requirements for private sector versus public sector • Capacity development in DMCs and in ADB
Updated Consultation Plan • Draft available for comment posted on 20 June • Comments received from NGOs and discussed • -- Translation of the second draft of the SPS into Russian and Bahasa Indonesia • -- Comment period: min 45 days before workshop, and two weeks after workshop • -- Multi-stakeholder workshop 2 – 3 days and separate half day for Indigenous Peoples
