NATIONAL DISASTER MANAGEMENT FRAMEWORK (NDMF) – CHAPTER 2 • NDMF must provide – coherent, transparent and inclusive policy on Disaster Management in South Africa. • NDMF must reflect – proportionate emphasis on disasters of different kinds, severity and magnitude as well as measures that reduce the vulnerability of disaster prone areas, communities and households. • NDMF must inter-alia: • Guide development and implementation of Disaster Management. • Establish prevention and mitigation as core principles. • Facilitate SA co-operation in Regional and International Disaster Management. • Apply co-operative governance amongst the spheres of Governement. • Guide Disaster Management implementation within National, Provincial and Municipal organs of State. • Facilitate involvement of private sector, NGO’s, Traditional Leaders, technical experts and volunteers in disaster management. • Facilitate capacity building, training and education. • Promote disaster management research. • Pride framework for disaster management funding.
NATIONAL DISASTER MANAGEMENT CENTRE – CHAPTER 3 OBJECTIVE To promote an integrated and co-ordinated system of disaster management, with special emphasis on prevention and mitigation, by National, Provincial and Municipal organs of State, statutory functionaries, other role-players involved in disaster management and communities. POWERS AND DUTIES OF THE NATIONAL CENTRE The National Centre must: • Specialise in issues concerning disasters and disaster management. • Monitor whether organs of State and statutory functionaries comply with the Act. • Act as repository of information concerning disasters and disaster management. • Make recommendations regarding the funding of disaster management. • Must promote recruitment, training and participation of volunteers. • Must promote research. • Co-ordinate its activities with Provincial and Municipal Disaster Management Centres.
PROVINCIAL DISASTER MANAGEMENT FRAMEWORK (PDMF) – CHAPTER 4 Establish and implement a PDMF to ensure an integrated and uniform approach to disaster management in the Province by all Provincial organs of State, Provincial statutory fucntionaries, NGO’s and private sector.
PROVINCIAL DISASTER MANAGEMENT ADVISORY FORUM This is a body in which Provincial Government and relevant Disaster Management role-players in the Province consult one another and co-ordinate their actions on related matters. The MEC responsible may establish a Provincial Disaster Management Advisory Forum consisting of: • Head of Provincial Disaster Management Centre. • Senior representative of each Provincial Department. • Heads of Municipal Disaster Management Centres. • Representatives of organised Local Government in the Province.
PROVINCIAL DISASTER MANAGEMENT CENTRES CHAPTER 4 PART 2 • Each Province must establish a Disaster Management Centre which should form part and function within a department designated by the Premier. • The MEC responsible must appoint a person as the Head of the Provincial Disaster Management Centre
POWERS AND DUTIES OF THE PROVINCIAL CENTRE The Powers and Duties are similar to the Powers and Duties of the National Centre BUT Must exercise powers and duties within the National NDMF AND Is subject to policy directions of the MEC of the Province AND In accordance with the administrative instructions of the Provincial Department AND Must liaise and co-ordinate its activities with the National Centre and Municipal Disaster Management Centres in the Province.
EACH PROVINCE MUST • Prepare a Disaster Management Plan for the Province as a whole. • Align the implementation of those plan(s) with other organs of State. • Regularly review and update its plan. • Ensure that the Disaster Management Plan form an integral part of development planning in the • Province. • Facilitate maximum emergency preparedness. • Provide contingency plans and emergency procedures in the event of disaster. • Declare a Provincial State of Disaster and deal with a provincial disaster by making regulations • issuing directions. EACH PROVINCE • MUST exercise the above powers to the extent necessary to: • Protect and assist the public. • Provide relief to the public. • Protect property. • Prevent or combat disruption or • Deal with the effects of the disaster.
THIS CAN BE ACHIEVED BY: • Way of formulating regulations, issuing of directions or authorising such directions that • is needed to: • Release available resources. • Implement the provincial disaster management plan. • Evacuate people to temporary shelters. • Regulate traffic. • Regulate the movement of people and goods. • Temporary install lines of communication. • Procurement of goods and services on an emergency basis.
MUNICIPAL DISASTER MANAGEMENT FRAMEWORK (MDMF) CHAPTER 5 • Each Metro and District Municipality must establish and implement a MDMF in line with the NDMF • and PDMF aimed at ensuring an integrated and uniform approach to Disaster Management. • INVOLVING • Statutory functionaries of the District and Local Municipalities or Metro functionaries. • All Municipal entities operating in its area. • All NGO’s involved in Disaster Management in its area.
MUNICIPAL DISASTER MANAGEMENT CENTRE CHAPTER 5 PART 2 • Each Metropolitan and District Municipality must establish a Disaster Management Centre • for its Municipal Area. • AND • Each District Municipality must establish such a centre after consultation with its Local • Municipalities within its area and may operate such a centre in partnership with those Local • Municipalities. • AND • A Municipal Council must appoint a person as Head of its Municipal Disaster Management Centre.
POWERS AND DUTIES OF THE MUNICIPAL CENTRE The Powers and Duties are similar to the Powers and Duties of the National and Provincial Centre. BUT • Must exercise powers and duties within the National and Provincial Disaster Management • Framework • Subject to the Municipality’s Integrated Development Plan. • Policy directions of the Municipal Council. • In accordance with the administrative instructions of the Municipal Manager. • Must liaise and co-ordinate its activities with the National and Provincial Centre.
EACHMUNICIPALITY • MUST • Prepare a Disaster Management Plan for its area according to circumstances prevailing in the area. • Align the implementation of those plan(s) with other organs of State. • Regularly review and update its plan. • Ensure that the Disaster Management Plan form an integral part of Municipality’s Integrated • Development Plan • Anticipate the types of disasters that are likely to occur in the Municipality area and their possible • effects. • Place emphasis on measures that reduce the vulnerability of disaster-prone areas, communities • and households. • Provide contingency plans and emergency procedures in the event of disaster. • Declare a Provincial State of Disaster and deal with a Provincial Disaster by making regulations • issuing directions.
RESPONSIBILITIES IN THE EVENT OF A LOCAL DISASTER • Municipality will have primary responsibility for co-ordination and management of the disaster. • Municipal council may make by-laws or issue directions. • Release available resources. • Implement the Municipal Disaster Management Plan. • Evacuate people to temporary shelters. • Regulate traffic. • Regulate the movement of people and goods. • Temporary install lines of communication. • Procurement of goods and services on an emergency basis. • Facilitation of response and post-disaster recovery and rehabilitation.
