CNOM Recertification Status • Comsoc TCs get reviewed every three years • In Aug., 2006, CNOM had submitted a summary of its activities for the last three years to Comsoc TAC (Technical Activities Council) • We were notified in Dec. 2006 that CNOM was recertified by the TAC with the recommendation to create Policies and Procedures (P&P) document, which needs to be submitted to TAC before ICC 2007for approval • The CNOM P&P draft has been prepared by the CNOM officers and distributed to CNOM members for comments (April 2007), discussed at the CNOM meeting @IM 2007 and finalized shortly after • The CNOM P&P has been submitted to TAC in early June 2007 for approval CNOM Report@ ICC 2007 (Glasgow, UK)
CNOM P&P Document (1/3) • Active Membership • A Member becomes an Active Member if he/she satisfies at least one of the following conditions in the last two years • has attended (physically present or by teleconference) at least one of the regularly scheduled CNOM meetings • has served as a TPC or OC member for CNOM sponsored conferences, such as IEEE NOMS/IM, Manweek, APNOMS, LANOMS • has served as an editorial board member or editorial advisory board member for CNOM supported journals such as JNSM or TNSM CNOM Report@ ICC 2007 (Glasgow, UK)
CNOM P&P Document (2/3) • Nomination Procedure • A Nominations & Elections (N&E) Committee that consists of the current elected and appointed TC officers and three volunteers who are Active Members shall facilitate the election of officers. • N&E Committee shall come into existence at the TC meeting held at GLOBECOM preceding the actual election. N&E Committee identifies at least two candidates for each elected officer position. • N&E Committee shall announce its slate of candidates at least four weeks before an election is to be held. • Members shall be able to submit nominations via email to the N&E Committee up to December 31st of the year preceding the election year. Such “write-in” candidates must receive at least five supporting “signatures” (via email) of Active Members. All candidates, however they are identified, must be Active Members, must consent to being nominated, and must show willingness to serve. CNOM Report@ ICC 2007 (Glasgow, UK)
CNOM P&P Document (3/3) • Election Procedure • Only Active Members may vote. • TC elections are conducted by the N&E Committee and held by the means decide by the N&E Committee (email, via web-based system, or show of hands at a CNOM meeting at NOMS or IM). • The quorum for a valid election is equal to two-thirds of the voters. • In the case of two candidates for a position, election is by simple majority. • For the case of more than two but fewer than five candidates, the candidate with the highest number of votes wins. For five or more candidates, selection proceeds in two stages. In the first stage, votes can be cast for all candidates. In the second stage, votes can be cast only for the up to four candidates who have garnered the most votes in the first stage. In the event of a tie, votes shall be cast one more time. If the tie is not broken, the VP-TA shall cast a tie-breaking vote. CNOM Report@ ICC 2007 (Glasgow, UK)

CNOM Election • The CNOM election was held at the CNOM Meeting @ IM 2007 For the 2007.5 to 2009.4 term • The Since the new P&P has not been approved by the Comsoc TAC, we used the previously used election method for this election • The election was chaired by Dr. Doug Zuckerman • Candidates • James Hong (Chair), Carlos Westphal (Vice Chair), Young-Tak Kim (Technical Chair), Marcus Brunner (Secretary) running for the second term • There were no other candidates and the current officers were unanimously re-elected to serve another two-year term CNOM Report@ ICC 2007 (Glasgow, UK)
