2010 Reform Bill • Insurance Reform • 2010- Add Kids, Kids with preexisting conditions, No rescissions • 2014- Preexist. conditions (All), No more caps, health ins. exchange • Public Subsidies • 2013- Medicaid Expansion (incl. higher pay), Health Insurance Exchange Subsidies • Delivery Reform • 2011- Increasing Reimbursement for Primary Care. 10% Medicare bonus for primary care physicians and general surgeons. • 2012- Encouraging integrated health systems • 2013- Bundling; 2014- Quality Reporting; 2015- Payment Advisory Board
Review of the 2010 Reform Bill • Highlights • Expanded Medicaid and Subsidies don’t start until 2014. • CBO expects essentially no change in rising premiums. • 447 billion transfer of public money to the private insurance industry over 10 years. • Primary insecurity of system not removed- employer based insurance. • Cannot control cost with the for profit private insurance model. • Prior state attempts (Tennesee, Maine, Massachusetts, Washington, Vermont) at similar reform (mandates of private insurance) failed due to cost overruns.
