Introduction • PNRA is regulatory body • ensures, coordinates and enforces EPR arrangements • Regulatory requirements are established as regulations • Complete EPR arrangements ensured before fuel load; and • Demonstrated prior to operation
Main Regulatory Requirements and Implementation (1/7) General Requirements • In advance, coordination with local and national response organizations • Maintain preparedness for response both in and after emergency • Ensure preparedness through training, coordination meetings, drills, exercises and periodic inspections • Responsibilities of all the parties including decision makers are defined in emergency plans • PNRA reviews and approves the emergency plans and ensures demonstration in exercises
Mechanism to Regulate EPR Arrangements (1/2) 1. Review and Assessment of Emergency Plans • Review and assessment of emergency plans at initial stage of licensing process • Preliminary plans are submitted to PNRA at PSAR stage with other applicable requirements • Compatibility of the plans ensured before CL • Final plans are submitted at FSAR stage • Approval of plans prior to fuel load permit • Commencement of operation of a facility after successful demonstration of the plans through drills/exercises
Mechanism to Regulate EPR Arrangements (2/2) 2. Regulatory Inspection Program • Various types of inspections are performed • Mainly regional offices perform regulatory inspections • Joint inspections by HQ and regional offices, if required 3. Evaluation of Emergency Exercises • Conducting emergency exercises is an important regulatory requirement • Submission of scenario at least one month before exercise • Evaluation of emergency exercises by a joint team from HQ and regional offices • Exercise report and corrective action plan
