3. Background • Uganda participated in both the UNEP and Susac CDM Studies (capacity building including institutional framework for implementing UNFCCC and CDM); • This project would build on previous efforts: • Development of technical capacity of key stakeholders; • Development of legal framework to establish implementing framework for both UNFCCC and CDM; and • Implementation of interim arrangements.

4. Familiarizing of Key Stakeholders with the Project • UCCEE and EDRC visited Uganda about October 2002 to familiarize key stakeholders with the project and identify a national institution to develop work plan; • Several institutions (public, training and private) were visited; • The mission also called on the Minister of State for Environment; and • Institutions were responsive to the project idea.

5. Identification of a National Institution • The mission visited the Department of Mechanical Engineering, Makerere University and talked to Adam Sebbit (some CDM skills); • The Mission visited Uganda Management Institute (project formulation skills); • The mission visited Uganda\Management Institute and discussed in detail the assignment and the need to bridge the CDM skills; and • Agreed to contract Uganda Management Institution with incorporation of Adam Sebbit as a consultant).

6. Preparation of Work Plan • EDRC contracted to develop guidelines to support preparation of Work Plan • Uganda Management Institute developed Draft Work Plan; • EDRC expected to visit Uganda and assist Uganda Management Institute

7. Second Visit by UCCEE • UCCEE visited Uganda to review the Draft Work Plan; • Review of the Draft Work Plan necessitated a detailed walk through the CDM project cycle and the Project; • UCCEE clarified that the project was providing an interim arrangement for implementing CDM in those participating countries which did not have national CDM Authority Offices; • However, the project was not supporting any previous proposed interim arrangements.

8. .Workshop to Discuss Work Plan • The Department of Meteorology, in the Ministry of Water, Lands and Environment, organized the Workshop; • The project provided the funding; • Participants from public, private, NGOs and civil society were invited and participated in the workshop; • Participants showed a lot of interest and willingness to participate in implementation of CDM; • Many of the participants did not have previous knowledge of CDM.

9. Views Expressed by Some People • At the Side Event in New Delhi some NGO expressed reservation of benefits of the project to participating countries because it was a top down design • Development of Work Plan and this Workshop should allay such fears through concrete inputs to the project design; • Prominent stakeholders expressed reservations to engaging of institutions who new less than Government institutions; • The Project sought some element of independence. This should be weigh against output; • Level of understanding of subject matter should be weighed in deciding duration of some workshops; and • The Draft Work Plan was not discussed in detailed thus the need to critically review the work plan particularly the project activities.
