  2. This presentation does not try to be “objective”. It captures two different perspectives (WB and UNDP). The structure of the presentation follows a conversation with the WB Country Manager (white colored text). The Head of the Recovery Unit, UNDP has commented on the WB inputs (orange colored comments). The presentation wishes to ignite and support a controversial discussion on the issue of the World Bank as a partner in recovery

General Background Information • WB is a cooperative of countries (fee contribution) • WB “belongs to” the Government • WB does not execute programmes • WB does define and steer few programmes • Government defines programmes • Government not ready to define programmes in recovery phase; WB consultants with clear assignments; production of guidelines for programmes and their implementation; not appropriate but strong. Main Tasks of WB: 1) Monitoring of progress 2) Provision of advice on implementation 3) Coordination with UN and Development Partners 4) Fiduciary aspects of projects (reporting to donors)

Focus of WB Activities/ Collaboration with UN Focus of WB activities: Rehabilitation and Recovery: Health, education, community development WB not equipped to support in recovery phase (see slide two); no field presence Development: Basic constraints in infrastructure (roads, ports, airports) Those areas are strength of WB Collaboration with UN: 1) DDR (Demobilization, Disarmament and Recovery) Support: Schools and education 2) Support to National AIDS Programme 3) Future economic management: Economic recovery

Lessons learned on Collaboration • The more harmonization the better • Not enough consultations/harmonization took place • Example: DDR – Establishment of WB trust fund; common funding source very useful • WB DDR trust fund programmes not appropriate; disburse- ment of funds long; Parallel funding arrangements set up • Draw back: Programme cycles not fully aligned; reengagement programmes of agencies at different times; duplication. • Only reengagement options programme by WB • Alignment and clustering of policy advice missions required (time-wise) • Good suggestion; missions to be planned early each year • Good case example: Lesotho – Joint UN/WB/ADB post-crisis mission (involving donors); joint report.

  6. Aid Coordination • Government fully responsible for aid coordination • Government to lead - WB/UN/Partners step back • Not possible: Significantly lacking governmental capacity at early recovery stage • Sierra Leone’s Development Assistant Coordination Office (DACO): Lacking ownership/leadership of DACO by Government; Government should fund DACO; Donors provide funding.

WB Support to Capacity Development • Suggestions for discussion: • Mislead discussion about capacity development • Key attitudes for development to take place: “Organization”, willingness, leadership, commitment, proactive behavior. • In Sierra Leone capacities exist; the above attitudes are lacking. • Key attitudes (above) are central. Yet, lack of capacity (combination of various factors) remains a major issue. • Term “capacity development” may have to be defined. “Ability” could be a more appropriate term. • General question: How to change attitudes and sub-cultures in organizations and parts of the society? • There is a vacuum of good leadership in Africa?

  8. Questions for Discussion • Should WB provide support in recovery phase? Which kind of support? Which planning and implementation mechanisms? • Harmonization to be improved: How? • How to tie WB into UNCT structure to achieve a (mandatory) harmonization? • How to encourage more joint post-crisis needs assessments? • How to promote successfully for programme cycle alignment in recovery phase? • Is a concerted annual mission planning feasible?
