Government Strategy Track 1: Peace Talks • Resumption of peace talks with the MILF and the CNN • Completion of the implementation of the peace agreements with the MNLF, CPLA and RPMP-RPA-ABB Track 2: Complementary track to pursue peace and development in conflict affected areas through PAMANA (with focused attention on IDPs)
PAMANA • A national program for peace-building, rehabilitation, reconstruction and development in conflict-affected areas (CAAs) • BASED ON PRINCIPLES OF: • Improved and converged delivery of basic services • Transparent and responsive local governance (performance-based grants and capacity development) • Respect for the rights of IDPs based on IDP Guiding Principles • Strengthening community resilience to conflict
PAMANA Objectives In Conflict Affected Areas, the program will: reduce poverty, and improve MDGs through household and community support to MDGs achievement promote community resilience to conflict Improve governance (capacity development and performance improvement)
