AIMS AND OBJECTIVES • KOBETIC initiative aims to improve the e-Commerce training in Turkey. • Project objective: Transfer of formersuccessful LdV project “FIT-for e-Commerce” products in Turkey. • Specific objective: Develope e-commerce qualifications of employees and increase e-commerce activities among ICOC member SMEs in retail and wholesale trade. • Long-term objective: 1)Supporting the spread of the use of e-commerce by ICOC member SMEs
AIMS AND OBJECTIVES 2)Supporting the spread of the use of e-commerce by ICOC member SMEs. 3)Developing the capacity of information use and e-competences of the SME employees. 4)Facilitating the SMEs to take part in the fast growing e-commerce market. 5)Decreasing the costs of the SMEs and increasing their competition power by enabling them to utilize e-commerce. 6)Improving the quality of vocational education and training systems and practices in Turkey. 6
WHY KOBETIC ? • Due to the limited resources and traditional business methods, SMEs encounter more difficulties and obstacles in competing in the internal and external markets. • Given the fact that e-commerce provides the opportunity to reach a wide range of clients with low cost, it constitutes an essential marketing strategy for SMEs. • E-commerce provides well-trained unemployed people with new working opportunities. • Istanbul Chamber of Commerce, whose majority of members are SMEs, has transferred Bfi Wiens “Fit-for e-commerce” project in accordance with the local needs in Turkey in order to enhance the e-commerce capacities of these SMEs.
HOW? • Throughdevelopinga training programme, adequate teaching material and opportunity to find out how e-Commerce business works in practice. • Throughdesigning a new training programmetaking into consideration the experiences of all projectpartnersespeciallyBfi-Wiens’. • Throughadapting these methods according to the requirements of project target groups in Turkey’s circumstances. • Throughtransferingtheproducts of theformer LDV projectwith a special consideration of Turkish VET system, and in an applicable manner to Turkish economic system and SME structure.
HOW? • Throughdevelopingthe existing innovative solutions of FIT for e-Commerce Project by additional work withtheaimto localize its products. • Throughtransferingthetraining module, manuals, CD-ROM and teaching materials, as well as the European certificate templatefor the effective localization of products. • Throughdisseminatingthesuccessfulresultsandoutputs of the projecttotheChambers of Commerce and other sectoralorganisations’ members tohelpthem take advantage of thenew skills and competence.

WHAT?(Activities in Work Packages) WP-1 Project Management & Network Establishment: • Kick-off meeting in Istanbul, 17 November 2008. • Strategy and Planning Workshop in Vienna, 27-28 February 2009. • Establishing a project website (www.kobetic.net), April 2009. • Day-to-day communication via e-mail
WHAT?(Activities in Work Packages) • The task of overall financial monitoring will be performed by the KOBETIC project consortium • Reports on project activities concerning their outcome, effectiveness and relevance for the target groups to be submitted to the Turkish NA: • First Periodic Progress Report in 12th month. • Final Content Report and Financial Audit Report in 24th month.
WHAT?(Activities in Work Packages) WP2- Needs Assessment: • Needs analysis through the usage of sectoral statistics, reports, surveys, analyses, arguments, etc from the resources of Turkish public institutions such as Turkish Statistics Institute, State Planning Organization, Export Promotion Center and Small and Medium Industry Development Organization). • Preparing an extensive KOBETIC survey questionnaire to determine the needs and expectations of member SMEs • Sending of the questionnaire to the ICOC member SMEs and putting a link to the online questionnaire on the KOBETİC website and ICOC website.
WHAT?(Activities in Work Packages) • Examination of previous project needs assessment results and report • Evaluation of the questionnaire replies • Preparation of the needs-analysis report • Evaluation of local needs with the trainers to determine changes and improvements on the FIT for e-Commerce project products
WHAT?(Activities in Work Packages) WP3- Localization of the Former Products: • Localization through transfer and enhancement of the former project’s suitable training modules in accordance with the local needs. • Determination, translation and update of the products of the former project which could be transferred to KOBETIC project • Development of the KOBETIC training modules and preparation of the “Operations Manuel Booklet” as well as the training curriculum by the ICU trainers through taking into account the needs analysis report. • Preparation of the training program application form and the criteria for the selection of trainees. • Organizing an InformativeSeminar in Istanbul, 30 April 2009 to introduce the KOBETİC Project and pilot e-commerce training programs
WHAT?(Activities in Work Packages) • Briefing the project target group and stakeholders about the project activities through the project website, ICOC newspaper, fax/e-mail and informative seminar • Collecting the applications from ICOC member SMEs in retail and wholesale sectors and determining the trainees for the training program • Transferring the “European certificate on e-Commerce” template developed in the “Fit for e-Commerce” project • Adaptation of the project content and uploading the content as well as materials on CDs, DVDs and project web site • Preparation of the interim evaluation report
WHAT?(Activities in Work Packages) WP4- Testing and Further Development of the Training Material: • Determination of 40 SME employees, who will participate in the pilot trainings, through application forms and one-on-one meetings • Organizing twofold e-Commerce pilot trainings including 40 SMEs in total for 7 weeks • First Training: 13 October-25 November 2009 Second Training: 21 December 2009-15 February 2010 • Signing a protocol between ICOC, ICU and Istanbul Provincial Directorate for National Education to provide the trainees with Ministry of National Education approved training certificate • Pilot trainings to test the training modules in accordance with the protocol cover theoreticaland practical parts

WHAT?(Activities in Work Packages) Practical Training Content: Developing a software in order to consolidate the theoretical information on a practical basis Giving trainees opportunity to put into practice their theoretical trainings by creating a “Cyber E-Comerce Website” Showing participant SMEs adaptation methods to technical e-Commerce structures on a virtual basis Providing participants to deal with commands made via the virtual e-Commerce websites, making promotions and managing the whole procedure from supplying to selling passing through stocking. 20
WHAT?(Activities in Work Packages) Giving all the participants passing the theoretical and practical exams certificates of success approved by the Turkish Ministry of National Education Evaluation of the Pilot Trainings: Applying questionnaires towards trainees Applying questionnaires towards trainers Analyzing the questionnaires filled by both the trainers and trainees with the SPSS software programme. Changing and improvingthe content of the training program based on the evaluation feedbacks Reporting for further development of the training materials 21
WHAT?(Activities in Work Packages) WP5- Evaluation: • Organizing the Evaluation Meeting in Brussels with the participation of all partners in Brussels, 10-12 May 2010. Such plans and reports below were prepared before in order to evaluate and finalize during the meeting. • “Training Results Evaluation Report”: report including the evaluation of pilot trainings and training materials • “Monitoring and Evaluation Plan” • “Quality Management Plan” for evaluating the execution process of project activities
WHAT?(Activities in Work Packages) • “Follow up and Evaluation Questionnaire”: applying a survey towards the participants in order to assess at what point the companies were able to put into practice what they learned during the trainings • Analyzing the survey results carefully within the project consortium and using them as the basis for the sustainability and dissemination activities. • “Project Evaluation Form”: an evaluation form including all the activities from beginning of the project to the end for filling by the project partners • “Dissemination and Exploitation Plan”

WHAT?(Activities in Work Packages) Project CD, Project brochure E-Commerce training portal Ministry of Education approved training certificate E-Commerce Training Portal The portal, one of the most practical and significant products for the sustainability of the KOBETIC project, was developed to teach e-commerce to SMEs on a virtual basis and to put into practice the theoretical training. 32
WHAT?(Activities in Work Packages) The main purpose of the portal is to teach SMEs e- commerce online, to adapt the teaching methods to today’s global conditions and to support the sustainability of the project. WHAT?(Activities in Work Packages) Project Final Conference During the Final Conference of the Project there will be a brainstorming between the project partners and the stakeholders about SMEs and e-commerce in form of thematic workshops but also there will be organised a large scale conference in order to diffuse the project results and outputs to target groups. The event will take place on 18 and 19 October 2010 at Istanbul Chamber of Commerce premises. 34
