What is National Skill Qualification Framework? The National SkillsQualification Framework is a competency-based framework that organizes all qualification according to a series of levels of knowledge, aptitude, and skills. The levels graded from one to ten arrange in a manner that regarding learning results which the learner must hold regardless of whether they have obtained through formal, informal or non-formal learning. In the NSQF is a quality assurance framework. Presently, more than 100 countries are in the process of developing the national qualification frameworks. The Scheme is the Centrally Sponsored Scheme(CSS) under the umbrella of Rashtriya Madhyamik Shiksha Abhiyan which provides the financial assistance to the State Government and incentivises schools for implementing vocational education. The scheme entails providing vocational training in schools, capacity building of trainers, development of curriculum with a strong MIS for monitoring and evaluation. ASTM is hitherto presence and participation across various states under NSQF Scheme.
What is National Skill Qualification Framework? What we are facing is the extremely small proportion of the skilled workforce. Only 2 % of the workers have done formally got the skill training So that, the employability remains low despite to being increasing demand for the skilled labor force in the labor market. We are taking sectors specifically targeted approach through a Sector Skill Councils, strengthening ‘Recognition of Prior Learning’ and developing National Skill Qualification Framework. Specific outcomes expected from implementation of NSQF are: 1. Mobility between vocational and general education by alignment of degrees with NSQF. 2. Recognition of Prior Learning (RPL), allowing transition from non-formal to the organized job market. 3. Consistent, Standardized, nationally acceptable outcomes of training across the country through a national quality assurance framework
Global mobility of skilled workforce from India, through international equivalence of NSQF. 4. Mapping of progression pathways within sectors and cross-sectorally Approval of NOS/QPs as the national standards for skill training. The NSQF provides for a five-year implementation schedule which provides that after the 3rd-anniversary date of the notification of the NSQF 1. Government funding not available for any training/ educational program/ course which is not NSQF-compliant. 2. All government-funded training and educational institutions shall define eligibility criteria for the admission to various courses regarding NSQF levels. 3. Recruitment rules of the government of India and PSUz of the central government are amended to define eligibility criteria for all positions regarding NSQF levels.
