Issue: Completing the First Protocols • What remains to be done? • Engage RTF in details of each of 7 proposed protocols • Develop associated calculators • Wasn’t this in original contract scope? • “The Contractor should expect to develop and present at least seven draft Simplified M&V Protocols to the RTF during the course of this project, with RTF approval of at least three.” • Why is staff requesting additional funding? • Engaging RTF appropriately is time consuming • Development of associated calculators is labor intensive • Finding data to truth the calculators on has proven difficult • First protocols are informative and precedent-setting and thus require diligent development and RTF review

  3. Staff Proposal on Process • Workgroups of 2-4 people formed per protocol • Workgroups have 2 weeks to review • SBW holds conference call to review each protocol • Approx. 3 hours each • Discussion of summary recommendation on whether and how to proceed with development  and release of each protocol and its calculator • SBW revises the protocols and develops summary recommendation presentation for the RTF • RTF meeting to decide the fate of each protocol

  4. Budget Impact • Cost $3000 per protocol • Seven Protocols • VAV Conversion • Variable Speed Air Compressor • Fan VFD • Lighting Capacity Reduction with Code Baseline • Pump VFD • Refrigeration Compressor VFD • Refrigeration Condenser Fan VFD • Total Budget Impact $21,000
