WRDA 92 Section 206Keeping Your FederalStorm Protection Project on Track Tom Campbell PE Coastal Planning & Engineering Inc. NCBIWA 2008
Outline : • The Federal process and funding delays/ shortfalls. • City/State funded beach nourishments • What is 206? • How can it be used ? • Where has it been used? • Conclusions
Federal Beach Nourishment • Great program !!! • Can provide up to 65% funding • 100% funding for storm damaged nourishment • The Corps has done a good job on the projects that have had timely authorizations and continued funding
Federal Beach Nourishment • Uncertain and reduced funding levels often stall much needed projects • Lacks support of OMB • Homes and infrastructure are vulnerable while we wait and could be lost or damaged
Local First NourishmentsLater Federal Nourishments • Bogue Banks, NC • Fire Island Communities, NY • Pensacola, Fl • Destin/ Walton County, Fl • Topsail Beach, NC • Delaware Beaches
Delaware Beaches • Authorization delayed 18 years • Beach nourishments by the State since 1988 to prevent loss of the coastal towns Bethany, South Bethany and Fenwick • State paid half and towns used one cent sales tax • Federal authorization achieved in 2004 and large federal project takes over for smaller State program
Non Federal Nourishments • Hilton Head, SC • North Topsail Beach, NC • Naples, Fl • Jupiter Island, Fl • Town of Palm Beach, Fl • Longboat Key, Fl • Gulf Shores , Al • Figure 8, NC

What is needed to implement 206? • A federally authorized project • Request to build under authority of 206 • Possibly a designation of 206 status in WRDA bill • Negotiate and sign a 206 agreement
What will you need to do? • Secure State and Federal permits • Design project and bid • Build the project
How does funding work? • Congressional add for federal share • Negotiate state share • Front/finance federal share • Secure federal reimbursement
Problems with 206 • 206 agreements can be delayed • Federal reimbursement could be delayed • A federal permit is needed
Why consider using the 206? • Can maintain progress when federal funding is delayed • Eligibility for federal funding preserved for interim projects • Better control of project details and schedule
Summary and Conclusions • 206 is a tool that can be used to reduce delays in your federal erosion control project • Interim emergency projects can qualify for federal reimbursement • With uncertain federal funding, 206 can maintain program and progress
