  2. ETC STATISTICS 293 Persons with disabilities (274 Malta – 19 Gozo) actively seeking employment March 2004. (about 80 are receiving the Disability Pension) 90 (16-24) – 146 (25-39) – 57 (40 and over) 64 persons with disabilities placed in employment between October 2002 – September 03 82 persons with disabilities attended training courses between October 2002 – September 03 43 persons with disabilities participated in on-the-job training schemes between October 2002 – September 03 1

REACTIONS • Missing incentives for employers • Registered Disabled Persons (RDP) eligible for Disability Pension are severely disabled and most of them can only do part-time work. • A good number of RDP’s are illiterate = low paying jobs • Transport not provided by ETC for RDP’s in employment – it is only provided to RDP’s when attending a training courses. • Scheme applies to RDP’s who have a minor disability – not entitled to Disability Pension. • Scheme excludes RDP’s with intellectual disabilities 2

REACTIONS • Assessments held by ETC indicate that a good number of RDP’s receiving the Disability Pension cannot enter the Labour Market without permanent support services (Job Coaches, Personal Assistants) • Report does not indicate the nature of the disability of the 500 participants in the scheme (physical/intellectual/both). • Are these participants actively seeking employment? • What about RDP’s already in employment, who have forfeited their pension? 3

  5. SUGGESTIONS • Assessments of RDP’s entitled for Pension to indicate limitations. • Employers should be consulted and offered indirect financial incentives – subsidised taxes, exemption from N.I. Contributions – for every RDP they employ. • Working group should include representatives from Employers Associations. 4
