The future of Earth observation from UAVs A joint ARPAS-UK and RSPSoc UAV SIG workshop Sue Wolfe(ARPAS) & Iain Cameron (RSPSoc)
Why RSPSoc UAV SIG and ARPAS-UK? • Changing sensors for a changing world: • Rise of the UAV; increasingly commonplace • Shrinking technology; miniaturization • UK lead in UAVs for science & industry; supportive CAA
Common interest with different goals • RSPSoc UAV-SIG: Focus on science and research • Pushing boundaries of science & innovation • Potential threats due to changing regulation • ARPAS-UK: Focus on operations & aviation • Maintaining safety and professionalism • New trade association for UAV operators/manufacturers • Cross benefits?
Workshop to Explore Commonalities Does size matter for science? Can COTS systems &sensors provide science-grade measurements? What are the true costs of UAV operation? Can UAVs operate without restriction for science? What are the barriers that limit coordination between academia and the UAV industry?
Outcomes • Does size matter? It depends……… • Instruments • Required accuracy • Required endurance and lift • Can COTS sensors provide science measurements? • Not generally… • Rate of technology reducing cost • We are reactive to market forces • Do we need to drive for larger UAVs or await sensor miniaturization?
Outcomes • True costs? When are contracted services appropriate? • Well-defined tasks • Collaborative R&D • Generally, raw data needed for science • Contracting not appropriate for complex science • Regulatory and safety requirements for science. • Protect future for research • UK CAA on our side • EU approach generally less flexible: Don’t be complacent • Extend envelope of operation?
Outcomes • Working together – what are the barriers? • Understanding our different timeframes • Justification and recognition of true costs • IPR ownership vs publication • Quality of data and metadata is paramount • WHAT NEXT?
House of Lords Call for Evidence • Civil Use of Remotely Piloted Aircraft Systems (RPAS) in the EU • Potentially more prescriptive regulations from EU: • Safety and security threats • Data protection • Liability and insurance
Following on • Immediate action: RSPSoc UAV-SIG and ARPAS-UK will work together to develop a joint response to the Lords’ Call for Evidence • Exploring other ways of working together See you next year!
