WP Objectives • Integrate existing e-Infrastructures with commercial cloud computing services into a seamless Science Cloud • Provide guidelines for procurement and • Identify suitable governance structures for PPP Specific goals • Evaluation of approach to be adopted • Reflection of governance used in existing e-Infrastructures (GÉANT, EGI, PRACE) and whether integration is to be taken into account • Investigation into issues of transnational enforceability • Guidelines for distribution of responsibilities, rights, and rewards • Procedures for dealing with conflict of interests • Guidelines for implementation of checks and balances ensuring accountability, fairness, and transparency Jurry de la Mar – T-Systems

Recommendations from review P1 • A report on the Governance Model Work puts attention on the aims of an extended Helix Nebula governance • The scenario of a PPP needs to be discussed with the EC and the main stakeholders, and also compared with existing ones • The alignment with the WP7 is fundamental (as already set in the DoW) Jurry de la Mar – T-Systems

Scientific/technical achievements and their impact (1/4) • Key aspects for Governance Model identified: • Strategy and Mission • Business Model • Service Architecture • Operational principles • Integration of/relation to existing e-Infrastructures • Identity and brand • Community building • Sustainability • Information and IPR management • Existing impediments: • Structural and organizational barriers; i.e. users cannot benefit from the services of a fully hybrid public-commercial cloud model. • The governance principles of the European Union do not incorporate those of intergovernmental organisations, public-private partnerships and international corporations based in Europe. Scientific/technical achievements and their impact (3/4) • Europe benefits from an extensive marketplace of publicly-funded e-Infrastructures and commercial cloud services, but stakeholders have trouble navigating the numerous advisory bodies and policy-making projects. • User communities are not sufficiently involved and have trouble identifying cost-effective solutions among existing public-commercial solutions. Scientific/technical achievements and their impact (4/4) • The broker or marketplace business model needs to provide neutrality towards and open access for providers: • safeguarding uptake and availability • A User Forum and Scientific & Policy Advisory for regularly consulting and aligning of activities with existing needs should be established. • Maintain a balance between users and providers in Management functions. Exploitation and use of foreground (1/2) • Governance framework needs to provide a balance of rules and processes to establish strong leadership, enable result-oriented decision-making, and render the user and stakeholder communities with the flexibility required to grow and diversify. • Ideal framework would take the form of a large public-private marketplace comprising public sector stakeholders able to engage into business calls on innovative approaches. Exploitation and use of foreground (2/2) • An updated governance model – based on feedback and findings - is currently being drafted and discussed to be implemented until End of 2014. • for both Initiative and established Marketplace (HNX) • Master Service Agreements have been made available to accelerate the procurement process. • EGI.eu and GÉANT have started to adopt several aspects to provide hybrid public-commercial cloud services for their communities.
