WHAT IS NERC, WHY DO I CARE? • Stakeholder organization in the electric power industry • Generates standards and policies for reliability of the bulk electric system • Will enforce the above, with monetary and other penalties if necessary

NERC Compliance Program • 4 step process – develop, post, field test, evaluate • ERCOT – NERC enforcement contract • Consolidation into “Organizational Standards”
PGC Self-Certification for NERC Compliance Program Phase 3 2001 • Modelling of facilities • Voltage issues • Protection and control • Governors
Modelling Data • Power system modelling forms, same as ERCOT Generation Interconnect Procedure • Include generators, transformers and associated equipment • Dynamics models in PTI format
Voltage Issues • Automatic voltage regulators and power system stabilizers continually in service • Voltage profiles at high side of transmission level step-up transformer • Transformer tap change requests
Transient Withstand • Frequency – allow load to trip first, three steps down to 58.5 Hz • Voltage – 5% continuous, 10 % for up to 10 seconds • Volts/hertz – less than 116% for up to 1.5 seconds • Transmission faults – remain connected if cleared by primary transmission
Protection Issues • Misoperations analysis and correction • Generator protection system maintenance and test plans, with records of implementation
Other PGC Compliance Issues – For Later Discussion • Operational concerns – outage coordination, real time data, emergency plans (QSE) • Disturbance monitoring for facilities with more than 150 MW connected (on transmission equipment) • Testing of units – seasonal and biannual reactive/AVR – from Protocols 6.5
Transmission Compliance • Building of complete system models, with equipment limits • Assessment of ability to provide normal and single contingency operation • Operation within security criteria (TSOLV) • Real time data, outage coordination, emergency plans, etc. • Protection misoperation analysis, testing and disturbance monitoring

Summing it up …. • Protocols and NERC define the rules of the road for the ERCOT bulk system • Generating facility characteristics need to be reviewed against these expectations • Failure to comply may result in fines, undesirable publicity or even breach of contract with ERCOT. Reliability rules will be enforced.
