WIND Energy Development in the Philippines Loreto C. Carasi Senior Science Research Specialist ASEAN-India Renewable Energy Workshop November 5-6, 2012, New Delhi, India
Outline of Presentation • Introduction • DOST/PCIEERD • R&D Initiatives on Wind Energy • RE Situationer • Wind Energy Development • Current Status • Ideal locations for development • Wind Power Projects • Industry Players • RE Law • Conclusion
3Sectoral Planning Council 2 Collegial Bodies 7 R&D Institutes 8 S&T Services 16 Regional Offices 79 Provincial S&T Centers
R&D Initiatives on WIND ENERGY • Resource Mapping • Wind Resource Mapping in Selected Areas • Philippine Wind Atlas
R&D Initiatives on WIND ENERGY • Technology Development and Demonstration • 10kW WTG Demo Project (mid 1990’s)
Where are we now? Diversified Energy Mix 2010 Power Generation Mix • Self-sufficiency level: 62.9% • RE accounts for 26.3 % Total Energy= 67,743 GWh
Where are we now? ASEAN vs. Philippines 2010 Total Primary Energy Supply, in MTOE 38.9% Renewables
Where are we now? WIND Energy • Top wind power producer in Southeast Asia • 33 MW installed capacity • Potential = 7.404 MW capacity in • (1,038 sites)
Where are we now? Ideal locations for WIND Power Projects
Where are we now? WIND Power Projects Source :ISD-BOI
Where are we now? Wind Energy Service Contracts As of March 30, 2011, 45 Wind Energy Service Contractswere awarded by the DOE for projects under pre-development stage. Source : DOE
Where are we now? • Industry Players • North Wind Power Development Corporation (33 MW) • There are 6 wind farm projects under development: • PNOC-EDC (140 MW) • UPC Asia (100 MW) • Energy Logics (40-60 MW) • Energy Development Corp. and Isolux-Corsan (10-15 MW) • Petro Energy Resources Corp. (30 MW) • Phil Carbon (30 MW) • Technology suppliers • Denmark • US • Spain • China
Where are we now? • Targeted Wind Capacity Addition Source : DOE
RA 9513: Renewable Energy Act of 2008 • Accelerate the exploration and development of renewable energy resources • achieve energy self-reliance • reduce the country’s dependence on fossil fuels • adoption of clean energy to mitigate climate change • Provides fiscal and non fiscal incentives
RA 9513: NON- FISCAL INCENTIVES • Renewable Portfolio Standard (RPS) • Market-based policy that requires electricity suppliers to source an agreed portion of their energy supply from eligible RE resources • Feed-In Tariff (FIT) System • Energy price premium for the wind, solar, ocean, run-of-river hydropower and biomass generated electricity • Green Energy Option • Allows end-users the option to use RE as energy source • Net Metering • Allows end-users generating own power to sell to the grid
The Philippine Energy Plan RE Targets Increase RE capacity by 100% by 2020 - No. 1 geothermal energy producer - No. 1 wind energy producer in SEA - Double hydro capacity - Expand contribution of: -biomass:200 MW -solar 30:MW -ocean energy:120 MW
Conclusion The Philippines has policy bias for RE • Energy self-sufficiency • Rural Electrification • Environmental Protection Keys to Success • RE Law institutionalize incentive packages to attract new investments • Strengthen partnership between the government and the private sector in RE resources development
