NeGD - Overview • NeGD is an Independent Business Division (IBD) within Media Lab Asia, a PSE under Deity • NeGD supports DeitY in the programme management of NeGP and undertaking various other activities including project/ scheme implementation. • DeitY provides necessary funding support to NeGD from its e-Governance budget • NeGD enjoys financial and HR autonomy from the rest of MLAsia • NeGD has its own head as President and CEO, who reports to the NeGD Committee, which is a subcommittee of Board of Media Lab Asia, headed by Secretary Deity. • A judicious mix ensured between professionals on deputation from Government and those procured through the open market. • Induction of NeGD personnel is on a purely temporary basis for a definite time period with neither any permanent posts being created nor any absorption at NeGD being contemplated for such posts.
Role and responsibilities of NeGD • Programme Management of NeGP including facilitating and supporting DeitYin: • NeGPimplementation by various Ministries and State Governments. • Provision of technical assistance to Central Ministries/ State Line Departments. • Serving as a Secretariat to the Apex Committee. • Undertaking technical appraisal of e-Governance projects to examine issues such as overall technology architecture, framework, standards, security policy, service delivery mechanism, sharing of common infrastructure etc. • Human Resource Development, Training and Awareness Building • Framing core policies, technical assistance, R&D, awareness and assessment and creation of organization structures • Any other tasks/initiatives • NeGD is the Central Agency for implementation of Capacity Building Scheme • Provisioning of manpower at various SeMTs across States/ UTs. • Positioning of a Capacity Building Management Cell for effective management of manpower at SeMTs together with management of other Scheme activities including trainings, setting up HR policies, framing guidelines etc. • Supporting DeitY in the coordination of Digital India initiatives.
NeGD - Genesis 37th Report of Standing Committee on Information Technology emphasized on the need to: • Significantly strengthen NeGP - PMU to effectively design a PMIS to monitor the progress of MMPs • provide secretarial assistance to Apex committee efficiently and • develop an institutionalized and centralized mechanism to provide support to line ministries and states, etc for capacity building. Approval for Capacity Building Scheme entailing, inter alia, engagement of 385 professionals across the country at State e-Mission Teams (SeMTs) in 35 States / UTs
NeGD – EFC Approval DeitY’s EFC proposal for setting up of a dedicated SPV – National e-Governance Agency (NeGA) not approved EFC suggested DeitY to continue with the existing arrangement of NeGP - PMU and • Extend its span to make it co-terminus with the 11th Plan period • In case SPV mode was considered essential, DeitY could utilize one of its existing societies or associated bodies
NeGD – establishment • Following EFC directions, DeitY explored various alternatives to utilize its existing societies/associated bodies (NIC, NICSI, STQC, STPI, C-DAC and MLAsia) with regard to: • their legal status • current roles being played by them • synergies with the envisaged roles under NeGP • Evaluation resulted in the considered view to set up NeGD as an Independent Business Division within MLAsia for: • Clear synergy between MLAsia objectives and NeGP vision • Realizing its objective of reaching the benefits of ICT to the common man • Considered the best option in the given arrangements for maximizing end results
NeGD – establishment • Creation of no long-term liabilities for the Government • CoS headed by Cabinet Secretary (formed to consider alternative institutional mechanisms to perform programme management role under NeGP) approved the above • MLAsia directed to create NeGD as an Independent Business Division (IBD) within MLAsia • A sub-Committee of the Board of Directors of MLAsia formed to guide, supervise and control NeGD • All decisions of the sub-Committee are placed before MLAsia’s Board
Evolution of PMU to NeGD • DeitY established the NeGP–PMU in November 2005 (as an immediate and short term measure) • Extended tenure of NeGP–PMU ended on 30th September 2009 and NeGD created. • NeGD tenure came to an end in March 2014 • NeGD 2.0 approved: • For three years (2014 to 2017) • Outlay - Rs. 94.91 crores • Engagement of 70 professional personnel-contract/deputation basis • While AA for NeGD 2.0 issued in June 14(effective April 14), funds are yet to be released to NeGD.
NeGD Divisions • Strategic Planning • Digital India, revamping select MMPs, NeGP2.0/e-Kranti, EDS Bill, Awareness and Communication strategies for NeGP, building capacities at State level for awareness creation, support empowered committees and other Apex bodies on e-Gov, participation in high-level meetings/deliberations both within DeitY as well as in other Departments/Ministries etc • Project Appraisal • Domain expertise in project appraisal, coordination and collation of inputs, Cabinet/EFC/SFC Notes, etc. • CBMC • Monitoring and review of CB Scheme implementation, recruitment for NeGD/SeMTs, SeMT mentoring including initiatives for provision of institutional support, Change Management, HR processes, etc.
Technology (Supporting DeitY in developing standards and guidelines on technological matters related to e – governance including security and strategic control framework for the e – governance initiatives, adherence etc.) • Monitoring & Evaluation (Project Monitoring Framework for MMPs & Components, PMIS, Progress data on MMPs and other NeGP aspects , Impact Assessment, etc.) • R & D (research in the area of e–Gov models, study of e–Gov initiatives, comparative reports and leading practices in e–Gov sphere, Business Process Reengineering guidelines etc.) • World Bank Project (nodal link for project appraisal and its sanction, formulation of implementation Guidelines, dedicated PMU establishment and oversight, processing of funding proposals etc.) • Finance and Accounts (preparation of financials, appraisal of projects for financial viability, bank accounts management, accounting processing, payrolls etc.) • MyGovCell: Recently MyGov Cell has been created under NeGD and MyGov Portal would be managed by NeGD NeGD Divisions

CB Scheme Phase I • To provide technical support and specialized skills for e-governance, to State level policy & decision-making bodies. • Establishment of an institutional framework for State Level Strategic decision- making including setting-up of State e-Governance Mission Team (SeMT) • Imparting specialized training, Orientation program for SeMTs and decision makers • Setting up of an Empowered Committee (EC) and CB Management Cell • Strengthening of Training Institutes

Awareness & Communication • A&C (2010-14): • Rs. 47.09 cr. spend on three set of activities • Mass Media – TV, Radio and Print advertorials • 6 New TV Commercials produced, • the 1st burst of the commercials were aired in Jan-Feb’14 in major National, Regional and News Channels. • A theme based, 39 episode weekly TV serial named ‘Zindagi Dot Com’ has been produced which is got aired from 17th August 2014 on Door DarshanNational and allied channels. • Radio, cinema advertisements, Outdoor Hoardings, Newspaper advertisements are also published based on themes and events
Awareness & Communication • A&C (2010-14): • Workshops and Conferences – State level, MMP Specific, Industry conferences • 37 University workshops, 1 National, 4 Regional and 31 State level e- Governance workshops & supported more than 50 Industry conferences and exhibitions. • DeitY in collaboration with DARPG, jointly organizes an annual e-Governance Conference (NCeG) every year in support with a hosting state. • DeitY presented a Tableau in the 2012 Republic Day Parade. • An Exhibition Train ‘Commonwealth Express’ as a run up to the Commonwealth Games 2010 was run jointly by the Ministry of Railways and DeitY on the themes of Sports and Information Technology respectively. • Others – Outreach, Web Portal, Branding and Collaterals etc. • To create grass root level awareness about CSCs amongst local population , a van based Rural Outreach campaign was organized to cover 2682 CSCs spread across 16 states. • NeGP portal was launched at the 16th National Conference on e-Governance held in Jaipur, Rajasthan in February 2013. (www.negp.gov.in ) • Several branded collaterals such as NeGP bag, pen, pen holder, notebook, brochure etc. were created and distributed at various events. • Social Media: Presence on Facebook, LinkedIn, NeGP Portal • Citizen Engagement Framework published in 2012 • Use of Social Media Framework & Guidelines notified in 2012
