Excellence in Government Process Re-engineering Silver Award Value Added Tax Information System (VATIS), Government of Gujarat Value Added Tax Information System is a single window for the services of the Commissionerate of Commercial Taxes, Government of Gujarat. Daily updated data dashboard and MIS for informed proactive decision support, holistic view of state-level transactions, health of tax revenue collection and better controlling are some of the features of the VATIS.
Exemplary Horizontal Transfer of ICT-based Best Practice Gold Award Integrated Workflow System for paperless Admission Government of Haryana/NIC With online registration of admission requests, payment of fees by the candidates/students and “on line off campus” counseling for all technical courses, the application has brought in a change in the student admission system for all AICTE approved Courses in Haryana.
Exemplary Horizontal Transfer of ICT based Best Practice Silver Award ELECTION CONFIDENTIAL (ELECON), Election Department, Patna. A Management information System of the district administration during Parliamentary and Legislative elections, ELECON deploys some unique innovative ideas to weed out any bias during polling party composition and booth allotment. ELECON has the ability to generate its own database files and create its own data-entry screens based on local requirements.
Exemplary Horizontal Transfer of ICT based Best Practice Bronze Award VATsoft, VAT Processing System, Department of Commercial Taxes, Karnataka VATsoft is a web-based application for management and administration of Value Added Tax. The features include Returns Processing, Registration Processing, Statutory Forms, acknowledgement, cross-verification, intelligence, audit, vigilance activities and generation of MIS reports.
Innovative Usage of Technology in Governance Gold Award Tele-Bhugtan Collectorate, Jabalpur, Madhya Pradesh ‘Tele-Bhugtan’ is an Interactive Voice Record System based Utility Bill payment system (Electricity Bills, Telephone Bills, School Fees etc.) built with PPP approach. The application provides the functionality for a registered user to dial the IVRS based local number and pay his/her utility bills by following the voice interactive instructions.
Innovative Usage of Technology in Governance Silver Award Tsunami Relief & Rehabilitation, Andaman & Nicobar Administration ICT was effectively used for collection and dissemination of Tsunami relief and rehabilitation information by the UT Administration to various stakeholders including Central Government Agencies, civil society, general public and the media.
Innovative Usage of Technology in Governance Bronze Award Web-based Project Management System, Karnataka State Police Housing Corporation A web-based Project Management System with excellent control on project time and cost, online tendering options, integrated accounting software and approved drawings storage and retrieval features helped in transforming KSPHC which was recommended to be closed down by the Administrative Reforms Committee in State in 2002 due to its inefficiency.
Outstanding Performance in Citizen-centric Service Delivery Gold Award Internet Ticketing Project, Indian Railway Catering and Tourism Corporation (IRCTC) The online booking and payment site of Indian Railways is the largest in Asia Pacific and fastest growing in Asia among the B2C e-commerce sites. IRCTC has been able to associate with 27 banks for direct debit payment and 4 gateways of credit card payment and 3 cash cards. For delivery of its I-Tickets the failure percentage has been as low as 0.00624 %.
Outstanding Performance in Citizen-centric Service Delivery Silver Award Nemmadi, Directorate of Electronic Delivery of Citizen Services, Govt. of Karnataka Nemmadi is a Telecenter as a single window system for all government services at the village level. In the last one year, more than 2.9 million land records and more than 1 million Rural Digital Services certificates have been issued. (RDS consists of Certificates related to Income, Caste, Birth & Death, Social Security schemes such as Old Age Pension certificate, Widow Pension, Physically Handicapped certificate, etc.)
Outstanding Performance in Citizen-centric Service Delivery Silver Award e-Filing of Income Tax Return : Directorate of Income Tax (Systems), Govt. of India e- filing offers convenience to the taxpayer for filing of Income Tax returns through the e-filing website of the Income Tax Department. The tax payer gets real time feedback on errors during upload. The system generates an acknowledgement of the returns filed with unique e filing acknowledgement number along with checksum with barcode.
Outstanding Performance in Citizen-centric Service Delivery Bronze Award City Civic Centre: Surat Municipal Corporation, Gujarat It involves offering Single Window Clearance of all Municipal Services, clean modern infrastructure with computerized processes, sufficient service windows to avoid queuing, maintenance of quality and audit trails and a strong backend technology infrastructure.
Special Sectoral Award- Focus Sector of the Current Year: Agriculture Gold Award GRAPENET: Agriculture & Food Product Export Development Authority, Ministry of Commerce & Industry, Government of India GRAPENET is an internet based traceability software system for monitoring of pesticide residue in fresh grapes consignments exported from India to the European Union, which has benefited forty thousand farmers and hundred and fifteen exporters through improving market access and penetration. This has resulted in forty percent increase in value realization for the farmer
Special Sectoral Award- Focus Sector of the Current Year: Agriculture Silver Award Soochana-Se-Samadan: Indian Society of Agri- Business Professionals, Delhi This is an ICT based Query Redressal Service for provisioning information and knowledge to farmers on agricultural practices and management, credit facilities and market opportunities. The service is based on Interactive Voice Response System (IVRS), wherein the farmer register their queries by dialing a specified number and can retrieve the response from an expert within 24 hours in his/her local language.
Special Sectoral Award- Focus Sector of the current year: Agriculture Silver Award Mustard Procurement Management System: District Administration, Rohtak, Haryana This ICT based initiative ensures that advantage of high government mustard procurement prices accrues to the farmers in the district and that the price differential is not garnered by private dealers or mustard growers of the neighboring States. The initiative has improved the trust of the farmers in the mustard procurement process by stopping unscrupulous practices.
Special Sectoral Award- Focus Sector of the Current Year: Agriculture Bronze Award Online Paddy Procurement: Department of Food, Chattisgarh The initiative enables computerization of the whole food grain supply chain starting from paddy purchase at minimum support price from the farmers to receipt of custom milled rice to the government warehouses The project has streamlined food grain supply chain in the state and benefited more than ten lakh farmers.
Best Government Website Gold Award Treasuries & Accounts Department, Gov of Tamil Nadu (www.tn.gov.in) The website provides a comprehensive view of all the services & activities of the various units of the government esp. the treasury department. The site has simple, uncomplicated user interface to select all required links from any page. Dynamic contents: status of bills passed, credits to the bank accounts of employees, & static content: downloadable forms, proceduresdetails for availing various services.
Best Government Website Silver Award Dept. of Information Technology, Chandigarh Administration (www.chandigarh.gov.in) The portal provides a single window access to the information and services provided by the Chandigarh Administration to its citizens. The site is aesthetically designed and the content layout has been so arranged to make it user friendly and easy to navigate. Detailed information along with facilitation of various services is provided.
Best Government Website Bronze Award Department of Rural Development, Govt. of Andhra Pradesh (www.nrega.ap.gov.in) The portal facilitates monitoring the provision for entitlement to employment under the NREGA Act. The portal has helped in making the program implementation transparent, accountable and efficient. By making data on program implementation publicly available, the portal facilitates social auditing of NREGA implementation.
Exemplary use of ICT by Public Sector Undertakings Gold Award Electronic Procurement System: SAIL, Rourkela Steel Plant, Orissa This initiative has leveraged ICT for enabling transformation and re-engineering of the entire gamut of Procurement activities. The initiative has resulted in significant reduction of ordering lead time, brought about substantial savings by reducing the price hedging factor and introduced greater transparency in buying decisions.
Exemplary use of ICT by Public Sector Undertakings Silver Award Reverse e-auction for transportation contract: Visakhapatnam Steel Plant The web-based reverse e-auction application has helped replace the tendering process for awarding transportation contracts. The application help reveal the best bi- monthly rates for transport contracts which through the normal tendering process proved very difficult and tedious. The initiative has resulted in reduced paperwork, short procurement cycle, increased transparency and more competitive rates.
Exemplary use of ICT by Public Sector Undertakings Bronze Award Web based inspection call management system: Power Grid Corporation of India Ltd. A web based workflow to facilitate registration, processing and monitoring of inspection calls and issuance of on line material clearance certificate and also make available information to all concerned in a transparent manner. The benefits accrued include easy accessibility in registration, processing and monitoring of inspection calls and easy monitoring of progress of inspection call processing.
Exemplary use of ICT by Public Sector Undertakings Bronze Award Business continuity: Indian Oil Corporation The initiative involves design of an innovative business continuity solution for ensuring undisrupted supply of petroleum products in the country in case of local, natural and man-made disasters. This business continuity solution has resulted in 100% uptime in last 3 years with a consistent application response time of around ~ 1 sec. This has helped build faith in PSUs operations amongst the customers, employees and other stakeholders.
Exemplary use of ICT by Public Sector Undertakings Special Mention IT application for education and communication of children affected with Cerebral Palsy: Webel Mediatronics Limited, West Bengal A application software, called PICTORAL having a database of pictures icons, audio text and special access switches and portable voice output communication aid. The software has been installed at specialized teaching institutions for children suffering from cerebral palsy including at Indian Institute of Cerebral Palsy (IICP), Kolkata and has been found to be a very good teaching and learning aid.
