Aarhus Convention and public environmental rights in Central Asia Aarhus Convention and its “bible” Two examples of good practice from Kazakhstan are provided in the second edition of this book Both of them have been implemented by Ecoforum of NGOs Also there are so many enthusiasts of the Aarhus Convention (NGOs, lawyers and governmental officials) and a number of knowledgeable local experts in Central Asia Do we really need in bringing international experts to explain us the Aarhus Convention when we have local experts and experienced NGOs? Projects on access to environmental information and public participation at the local level seems to be more important for us
Some possible areas for future cooperation with NGOs • To make available for the population the already existing environmental monitoring data such as on air pollution in cities, quality of drinking water When citizens are aware they are starting to care • More active involvement of environmental NGOs for teaching school pupils of practical skills on how to be environmentally friendly, e.g. waste sorting, available services for collection, recycling and environmentally sound disposal of different types of waste Young generation should be prepared for modern more environmentally friendly life style • More active involvement of women organisations into promotion of more environmentally friendly life style among future generations Traditionally women are taking almost the main responsibility for child care and education

But bicycling is becoming quite popular in Almaty and it has been promoted by VeloAlmaty (a group of cycling enthusiasts) Promotion by NGOs and advanced groups of citizens can make the difference Shared cars might be an option for some social groups, e.g. residents of suburbs, young persons, pensioners Simple calculators for CO2 emissions can make additional incentives for using public transport and shared cars Why not to fund such pilot projects or project components? • Personal car is our dream but it is the most carbon intensive option • Parents feel pressure to buy cars for their children • Metro in Almaty is a very popular place for selfies and tourist destination • Public transportation, including metro, is considered rather as an option for socially vulnerable groups
