Commission or single regulator? • Is there a regulatory approach to a particular technology? • Is there a concern about hiring contractors to advise a regulatory body and maintaining independence? Inspectors should belong to the regulatory body. • Safety – look at proven technology • Countries should participate in the GNSR to take advantage of worldwide expertise. TM/WSP 5-9 Nov. 2007

That should not be used as an excuse to withhold legitimate information from public scrutiny. • Members States should be part of and put in force the legal instruments including the Conventions.
