Collaboration Where we’ve been -NPR, Striving for efficiency -Late 90s-2000 -Post 9/11 Where we are -”Contractors are crooks……..” -”Government workers are roadblocks……” -”GAO is constantly looking for gotchas..” -”Congress is always pointing the finger” -DHS—”First responders resistent to communications sharing” -IAC---”I can’t get my work accomplished.” -Reluctance to serve or get involved
Collaboration Why Not? -Exploding acquisition budgets, money to spend, no time to talk -Fleeting nature of some funds/programs -COI Concerns (Paranoia??)
Collaboration Where we need to go -Collaboration in our agencies -Collaboration across our agencies -Collaboration with the private sector -Collaboration with our stakeholders
Collaboration How? -Recognize all players/sectors have and add value -Discard the “us versus them” attitude -Start early and communicate often -Everyone on same page, upfront -Spot potential problems early, develop resolution early -Focus on resolution, not fault -Involve all stakeholders to the extent possible -Internal (GC, IG, Audit) -External (GAO, OMB, SBA, Hill) -Reform in support areas (Security, General Counsel, Audit) (procedural and/or communication/mitigation)
