Summary • Pier Offshore Management Services AS (POMS) was founded in 2006 by a senior rig industry team. The business idea is to provide full operational management during construction and operation of drilling units. • Experience is key to both getting contracts with oil companies and to operational performance on units. With the strong increase in the number of drilling units in the market, and entry of a number of players without operational experience, we believe experienced teams to handle operations will be in great demand going forward. • POMS offers experienced rig management teams to our clients, both during the construction period and for the actual operations phase. Through our network and with innovative incentives we are confident that we can attract a broad set of the most attractive people in the industry. • POMS has taken on management contracts from two customers: Sevan Drilling and Skeie Drilling and Production. A team has been set up in Trondheim to handle these two customers. Staffing of first units is progressing very well.

Key Management and Operational Experience Management Operational experience • Stein Eggan, President/CEO • BA (Hons) Business Organisation from Heriot-Watt University, Edinburgh. • Has 15 years experience from the oil & gas industry and has held several positions within Golar-Nor Offshore, PGS and Teekay Petrojarl, latterly as Vice President Business Development. • Willy Tørhaug, Chief Operating Officer • Certified Drilling Superintendent / Company man and has over 30 years experience from offshore drilling operations. • Has held various positions within Golar-Nor, Transocean and Ocean Rig ASA, latterly as Senior VP Operations from 1997. • Dag Eggan, QHSE Director • M.Sc in Environmental Engineering from Norwegian University of Science and Technology in Trondheim. • Has 10 years experience working with QHSE issues for the international offshore drilling industry and has held various positions in Polycrest and Ocean Rig ASA, latterly as Senior VP HES&Q from 2003. • Operation of Offshore Units from shallow to ultra-deep harsh environment waters • Start-up and running of a new Drilling Company, i.e. Ocean Rig • Development of total integrated HES&Q management system for overall management of a drilling contractor to comply with requirements from both regulators and operators • Operational interface to yard/new-build projects • Co-ordination and preparation of safety/risk- and working environment related analysis/assessments required to achieve compliance with class, flag state and coastal authorities • Preparation of required applications for Regulatory Compliance, and interface with relevant regulators /Clients to achieve final operational Certification in relevant countries • Recruitment and training of operational personnel to professionally operate the unit, meeting the qualification requirements as defined in the HES&Q management system and set forth by clients/regulators • General operational management of offshore unit(s) on behalf of Owner • Business Development, Marketing/Contract Management

QHSE Management System Framework accreditation • Achilles accreditation (Joint Qualification System for the Offshore Industry) achieved for both Sevan Marine and Skeie Drilling & Production based on QHSE Management System framework developed by POMS. • Pre-qualification QHSE audit performed by StatoilHydro 4th June 2008 to assess operational set-up and management system framework against Statoil’s qualification requirements (NORSOK S-006) with only a few minor obeservations identified
